The Securities and Exchange Commission ("Commission") deems it appropriate and in the public interest that public administrative proceedings be, and hereby are, instituted against Phillip E. Harlow, certified public accountant ("Harlow" or "Respondent"), pursuant to Rule 102(e)(1)(ii) of the Commission's Rules of Practice.
II.
In anticipation of the institution of the administrative proceedings, the Respondent has sub-mitted an Offer of Settlement ("Offer"), which the Commission has determined to accept. Solely for the pur-poses of this proceeding and any other proceeding brought by or on behalf of the Commission or in which the Commission is a party, and without admitting or denying the Commission's find-ings con-tained herein, except that he admits the jurisdiction of the Commission over him and over the subject matter of this proceeding, Respondent consents to the entry of this Order Instituting Public Administrative Proceedings Pursuant to Rule 102(e) of the Commission's Rules of Practice, Making Findings and Imposing Remedial Sanctions (the "Order").

Harriers Capture Second Major Relay Title
By Bob Reid The Prairie Inn Harriers of Victoria, B.C. won the Masters division of the prestigious Klondike Trail of '98 Relay on September 16, 1989. Earlier in the year, the Harriers placed first overall in the 505 mile, 8-day Lewis and Clark Centennial Relay in Washington State. Dan Harlow, Mark Colegrave, Bob Cook and Bob Reid were members of both Klondike and Lewis-Clark winning teams. The 7th annual Klondike Trail Relay starts in Skagway, Alaska, passes through British Columbia at White Pass near Bennett Lake, then finishes in Whitehorse, Yukon Territories covering a total distance of 179.0 km (112.8 Mi). A record number of 79 entries were accepted this year, 9 over the maximum limit of 70. The organizing committee allowed extra teams due to the large expense team members were paying for the event and the great distance people were travelling to participate in such a challenging course for a relay.

Other Resources As a tackle at Penn State, Harlow distinguished himself by blocking five punts in 1911. He remained as an assistant coach for three seasons and was named head coach in 1915. After compiling a 20-8-0 record in three seasons, Harlow entered the service in 1918. He returned to Penn State as an assistant in 1919, then went to Colgate as head coach in 1922. His 1925 team was undefeated, winning 7 games and tying 2, and he had a record of 24-9-3 in four seasons before going to Western Maryland in 1926. Harlow produced three more unbeaten teams, in 1929, 1930, and 1934. The 1929 team won all 11 of its games; the 1930 and 1934 teams each had one tie. His nine-year record of 61 wins, 13 losses, and 7 ties caught the attention of Harvard athletic director Bill Bingham. In 1935, Harlow became the first non-alumnus ever to coach at Harvard. The lack of material haunted him. He had just three winning teams in his first eight seasons before entering the Navy in 1943. He became ill while in the service and was put on a diet of rice and fruit juice for the rest of his life. However, he returned to coaching at Harvard in 1945 and had his best team there in 1946, winning 7 of 9 games. He retired after the 1947 season on his doctor's advice. In his 11 seasons, Harvard won 45 games, lost 39, and tied 7. His overall record was 150-68-17.

Charlie F. Eckhardt, of Seguin, Texas, spent some years researching his book The Lost San Saba Mines. Treasure Magazine Off The Beaten Trail Lost Bonanzas The San Saba Papers , translated by Paul Nathan contains many documents pertaining to the mission and the presidio near Menard, Texas.
On February 28, 1758, Colonel Diego Ortiz Parrilla (commander of the presidio), wrote the following account:
"A quantity of ore was brought to me by Don Jose de Guzman, who stated that it had been taken from an outcropping discovered near the Chanas (Llano) River. I examined and tested this greenish silver ore mingled with lead." (The 25 pounds of ore yielded one and one half ounces of silver).

SYNOPSIS OF JAP HERRON
by Dave Thomson Emily Grant Hutchings's book titled Jap Herron opens in Missouri during an unspecified period after the Civil War. In the little river village of Happy Hollow an impoverished fisherman named Jacky Herron and his wife Mary have three children: Fanny Maud, Jasper James ("Jappie" or "Jap" for short) and Agnesia who changes her name to Mabelle after being called "Magnesia" by the villagers. When Jap is twelve years old his father takes off for the local saloon one night in the rain, falls into the river and drowns. Agnesia/Mabelle is adopted by the Mayor’s wife, Fanny Maud moves west to live with an aunt. Widow Mary Herron "married another bum and began supporting him." Jap, "red headed, freckled and lanky," runs away to Bloomtown, a modest little burg of about twenty families that’s far removed from the closest railroad. Jap becomes an apprentice printer at the Bloomtown Herald . Jap is a bit of a country bumpkin and speaks in a rude dialect which makes him stand out in town. " The Tune
" was animator Bill Plympton's first full-length feature. His short films have been seen widely around the country, highlighting many animation festivals. His oblique, off-center sense of the ridiculous in everyday life has made the "Microtoons" and his other shorts a popular MTV offering. His distinctive style has even invaded the world of advertising. Commercials for both Trivial Pursuit and Sugar Delight (a new NutraSweet product) make us chuckle and gasp. But it's been a lot of hard work. When Plympton first moved to New York City, a recent college graduate with a B.A. in Graphic Design, he tried selling belts on the street. "It was January, about 25 degrees outside. I couldn't sell a one!"
Born in Portland, Oregon on April 30, 1946 to Don (now a retired banker) and Wilda Plympton, he grew up in a large family of three girls and three boys. For the six children it was often far too wet to play outside. Plympton credits Oregon's rainy climate for nurturing his drawing skills and imagination. He also was a cub scout and played little league when the weather permitted. In 1964 he graduated from Oregon City High School where he participated in J.V. basketball, swimming and the art club. He went on to Portland State University, where he edited the yearbook and was a member of the film society. It was for this film society that he first attempted animation, making a yearbook promo that was accidentally shot upside-down, rendering it totally useless.

LIBELED LADY, MGM 1936
This ensemble film was MGM's vehicle for their four biggest stars. Myrna Loy and William Powell were just about to do another in their Thin Man series, Harlow was at the pinnacle of her success and Spencer Tracy was interested in doing a comedy. The story begins on the wedding day of Warren Haggerty who is the chief editor of the New York Evening Star. He keeps on delaying his marriage with Gladys, played by Jean, because of problems his newspapers must face. When a 5 million dollars claim by Connie Allenbury is filed for having printed that she is a marriage-breaker, he organizes the unconsummated marriage of Gladys and the don Juan Bill Chandler, played by William Powell. The goal is to catch Connie alone with a married man. What happens is a typical and hysterical comedy that is a delight to see. The cast includes:
