April 1, 2004 Mr. Chairman and Distinguished Members of the Subcommittee: I am honored to come before you today after one year in office to report on the state of the National Endowment for the Arts and to discuss the President's 2005 budget request for $139.4 million. As we plan for the fortieth anniversary of the National Endowment for the Arts, we face the future with a positive and focused sense of mission and a greater degree of public confidence than we have enjoyed at any time during the past decade. Through a series of significant national initiatives such as Shakespeare in American Communities, NEA Jazz Masters, Challenge America: Reaching Every Community, as well as State partnerships, the Arts Endowment has demonstrated a clear commitment to serving the American people. By supporting arts and arts education programs of the highest quality across the entire United States, the Endowment now reaches both large and small communities as well as rural areas, inner cities, and military bases - successfully combining artistic excellence with public outreach.

T HIS APRIL, it just so happens, is the first annual National Poetry Month. Initiated by The Academy of American Poets and U.S. Poet Laureate Robert Hass, we are told that it "will involve poets, booksellers, publishers, librarians, teachers, students, magazines, journals, and other literary organizations, in the creation of the most widespread celebration of poetry in the U.S. ever." So it was that April seemed an ideal time for us to announce this new area of our Web site. After all, it is fitting that The Atlantic Monthly should have a part in a national celebration of poetry, given the magazine's long and distinguished tradition (since 1857) of publishing some of our country's finest verse.
It also seems fitting because not too long ago The Atlantic addressed the issue of the state of American poetry. In May, 1991, the magazine published a major article by the poet and critic Dana Gioia, titled "Can Poetry Matter?" , that went on to become the title essay of his 1992 book. The question in the article's title may very well have struck many readers as rhetorical; compared to the pressing political and social issues facing the nation (Gioia's article ran alongside a cover story on race and national politics), how could anyone argue that poetry, of all things, really matters? Just three years earlier Joseph Epstein had published a widely remarked essay titled "Who Killed Poetry?", explicitly stating the reigning assumption among non-poet intellectuals that poetry as a culturally vital art form is dead. And, indeed, Gioia opened his

By now George W. Bush has befuddled his critics so frequently that it's difficult to pick a favorite moment, but surely one of his best was when he appointed Dana Gioia, a poet for cripessake, to head the National Endowment for the Arts. What a shock that this dunderheaded Texan could not only know of a poet but actually name him to an important post in his government. A poet who, though well-regarded in the profession, many of them had likely never heard of, no less read. The idiot savant in the White House had done it again!
Significantly a businessman who writes poetry, rather than just a professional poet, Mr. Gioia's best known writing is not even a poem but an essay he wrote for the Atlantic , the title piece of the book. In it he traces the seemingly contradictory explosion in the amount of poetry being written and of people making a living off of it which has occurred simultaneously with a sad decline of poetry as a public art form and its retreat into the ivory towers of academia. On the mechanics of this phenomenon and its ramifications, he is terrific. But, especially given that the issue has been addressed by several authors previously C. P. Snow

Dana Gioia with a Mexican folk statue of Saint Sebastian from Resurgence issue 204 back to top What were the reasons for this narrowing of poetry to a small professional group? According to Dana Gioia, one of the main reasons lay with the artificial support for creative writing within universities. Ironically, this expansion in one confined area depleted its life in the larger community. It led, in the words of Gioia, to the superabundance of poetry within a small class and to a general impoverishment outside it. Without a place in the common culture, people became deprived of the spiritual challenge of poetry as well as the verbal charge of its formulation, while within the literary ghetto poetry was in danger of losing its way in a narcissistic maze of compliance, fashion and careerism. WHAT IS THE ANSWER to the dilemma? According to Gioia, the poet must struggle to re-enter the public realm. This could involve many different moves: from reviving many of the traditional measures of poetry, to connecting with other art forms; from writing poetry which is vulnerable, un-ironic and deeply moving, to redefining the role of poetry in the life of society. All the answers involve a dramatic movement from a professional ghetto out into the common world. We need poetry for its linguistic energy as for its seminal insight. Gioia himself is part of an American movement called Expansive Poetry. The title alone indicates the nature of his life-affirming agenda.
