M r. Dodge was appointed Governor of the Bank of Canada on 1 February 2001, for a term of seven years. As Governor, he is Chairman of the Board of Directors of the Bank. A native of Toronto, Mr. Dodge received a bachelor's degree (Honours) in Economics from Queen's University, and a PhD in Economics from Princeton (1972). During his academic career he has served as Assistant Professor of Economics at Queen's University; Associate Professor of Canadian Studies and International Economics at the School of Advanced International Studies, Johns Hopkins University; Senior Fellow in the Faculty of Commerce at the University of British Columbia; and Visiting Professor in the Department of Economics at Simon Fraser University. He has also served as Director of the International Economics Program of the Institute for Research on Public Policy. During a distinguished career in the federal public service, Mr. Dodge has held senior positions in the Central Mortgage and Housing Corporation, the Anti-Inflation Board, and the Department of Employment and Immigration. After serving in a number of increasingly senior positions at the Department of Finance, including that of G-7 Deputy, Mr. Dodge was appointed Deputy Minister of Finance in 1992. In that role, he served as a member of the Bank's Board of Directors until 1997. In 1998, Mr. Dodge was appointed Deputy Minister of Health, where he served until the announcement of his appointment as Governor of the Bank of Canada.

Dodge, David Low (14 June 1774-23 Apr. 1852) , merchant and peace reformer, was born in Brooklyn, Connecticut, the son of David Dodge and Mary Stuart (widow of the late William Earl), farmers. Dodge was raised in a strict Calvinist family and remained involved in religious matters all his life. He spent much of his formative years working on the farm. He received a limited common school education. Although he was largely self-taught, Dodge became a schoolteacher at age nineteen. He taught school for several years, first at community schools and then in private ventures. On 7 June 1798 he married Sarah Cleveland, daughter of the Reverend Aaron Cleveland. They had one son. In 1802 Dodge became a dry goods dealer in Hartford, Connecticut. Later, as owner, he headed the first cotton factory, near Norwich, built in his native state. His growing prosperity also enabled him to start a jobbing business in New York City, where he moved with his family in 1807. Financially secure, Dodge began taking a more active role in religious and philanthropic endeavors. One of his most important enterprises was a deepening commitment to the abolishment of war. His two half brothers had been killed in the American Revolution. In 1805, while carrying a large sum of money, he nearly shot an innkeeper who had mistakenly wandered into his room late at night. In 1808, having survived an attack of spotted fever, he remarked: "At this solemn moment the word of God appeared a reality; a sure foundation on which to rest my eternal hopes. From this period, my war spirit appeared to be crucified and slain; and I felt regret that I had not borne some more public testimony against it" (quoted in Charles DeBenedetti

Shortly before he was born in Beirut in 1922 an American commission traveled to the Near East to question the population. Did the Arab peoples recently freed from Turkish rule want British or French "mandates,'' (a euphemism for colonies) supposedly to lead them to ultimate independence. The overwhelming response: Immediate independence was desired, but if there had to be a mandatory power, these Arab peoples wanted it to be the United States. Faith in America could not have been greater. Credit for this belongs to a remarkable succession of Americans who started arriving in the Middle East about 150 years ago to teach and to heal. David Dodge is a scion of those selfless Americans. His great grandfather, Daniel Bliss, founded the American University of Beirut in 1866, Dr, Bayard Dodge, David's father, whose name is still revered in the Middle East, was President of A.U.B. from 1923 to 1948. David, very highly regarded in his own right and as a Dodge, a name almost synonymous with the prestigious university, was kidnapped in 1982 while Acting President of A.U.B. He was held hostage for a year. The real target of the kidnappers was not a beloved American and a venerated institution, but a brutalizing American policy that has torn the Arab East apart in the name of security for Israel, The message was clear.

THE RICH MAN'S GUIDE TO THE RIVIERA, by David Dodge [Little, Brown, 239 pages, $4.95]
Every oddball on the Riviera is colorful. So it seems to David Dodge, free-lance writer who says that nowhere could he have found as good a supply of situations and characters. What he does with the material isn't worth reading. Tho [sic] Dodge's "The Poor Man's Guide to Europe" was a good book, this one is a dreary collection of fact and fable that is easy to put down, if ever picked up. It is not a guide in any sense of the word.
One wonders why Dodge wrote such a book; he tells how he wrote it in the 11th chapter. He keeps a file of index cards of "characters gleaned from the realities" and plots "consisting mostly of clippings from French newspapers. ... Whenever it becomes necessary to go to work I would take them ... and deal them out ... properly arranged thru movement of characters onto plot and plot onto characters [they] became a story in two dimensions. All that was then necessary was to fill in a third dimension with penciled hackwork. The rest was up to my wife, the mails, a literary agent, and luck."
Luck is as luck does.

Governor, Central Bank of Canada David Dodge
was appointed governor of the Bank of Canada for a seven-year term in February 2001. Prior to assuming this position, Mr. Dodge was deputy minister of health for three years. From 1992 to 1998, he was deputy minister of finance, and in this role served as a member of the board of directors of the Bank of Canada. Previously, Mr. Dodge held various senior positions in the federal public service: at the Central Mortgage and Housing Corporation, the Anti-Inflation Board, and the Department of Employment and Immigration. He also served as director of the international economic program of the Institute for Research and Public Policy, an independent think tank based in Canada. In addition, Mr. Dodge has taught international economic courses in several prestigious universities both in Canada and the US.
