    The health of animals is tied closely to the health of humans, both from the standpoint of adequate nutrition and the control or elimination of infectious diseases in food animals and people. The greatest threat to the productivity of Tennessee's animal industries is the impact of disease on our herds and flocks. The Tennessee Department of Agriculture is the common denominator between state and federal regulators, private veterinarians and livestock industries. The department's involvement is a necessary component to ensure a healthy, growing animal industry which contributes to the health and prosperity of all Tennesseans.     Non-ambulatory is a state of not being able to stand. "Downer animal" and "downer" are terms used in reference to a non-ambulatory animal.
    Acknowledgement In 1991, the Farm Animal Welfare Coalition asked LCI to organize a task force to respond to the "downer animal" issue. the task force was formed with representation from LCI and the major livestock industry organizations. the purpose of the task force was to assure that the industry responded to the issue in positive, substantive ways, and that the policies developed by each organization supported and reinforced the policies of the others. the takes force was also charged with the responsibility of developing this booklet of practical methods to efficiently and humanely handle non-ambulatory animals.

Recently, an interesting discussion took place that may be of interest to urban agriculturists - particularly those with a historical bent.     While restrictive covenant have been a frequent topic on this list, the discussion has mostly turned on racial restrictions. I'm curious about restrictions on animals. Bob Fogelson at MIT tells me that the deeds for the Olmsted-planned subdivision of Palos Verdes banned chickens and rabbits. A posting here on Fri, 26 Jan 1996 from Susan M. Chase noted restrictive covenants on chickens and horses in Wilmington, Delaware. A local attorney tells me that most suburban subdivision deeds that she sees for post-1950 suburbs contain a ban on chicken-keeping. It's real easy to imagine why such restrictions came into being. Animals smell, may cause disease, their keepers are likely declasse etc., but documentation of this is hard to find. Does anyone know if these restrictions have ever been the subject of public policy debate or tested in the courts or been discussed in other forums?

    Of the 50 000 known mammalian and bird species about 30 have been used extensively for agriculture, and only 15 species account for over 90 per cent of global livestock production. Over the past 15 years, 300 out of the 6000 breeds identified by FAO have become extinct. There are currently 1350 breeds faced with extinction with an average of 2 breeds being lost every week. Genetic resources are among the most valuable and strategically important assets that a country holds. Many countries have indigenous animal species and breeds that could potentially contribute far more to food and agriculture production than they are currently contributing and meet much wider human needs. These indigenous animal species are often better genetically adapted to their environment and so are more productive at lower costs. They remain productive whilst consuming lower quality feed stuffs, are more resilient to climatic stress, are more resistant to local parasites and diseases and are a unique source of genes for improving health and performance of industrial breeds. Utilising local breeds will be most effective in contributing to the achievement of local food security objectives.

    Your vision statement addresses many of the issues we will have to deal with over the next hundred years creatively and thoughtfully. I have a couple of suggestions: 1) You should define the economic indicators you cited (Index of Sustainable Economic Welfare and Genuine Progress Indicator), or provide hyperlinks to the definition and formulae. Those of us who are new to the discussion would appreciate it.

    Chemical based farming as currently practiced is probably not at all 'economical' once we factor in all the non-monetary costs such as those you mention. I have read that USA style farming actually consumes more calories in hydrocarbons than it generates in carbohydrates. What's more, in spite of the intensive use of inputs soil erosion is a serious problem, and we may be reducing the capacity of our farms to produce using truly 'economical' technologies.
    I'm not sure what the answer is in terms of where we should be going for the year 2100, but lower per-capita meat consumption and encouragement of organic farming methods is probably part of the picture in this country. So is a closer study of how crops can be chosen and grown to take advantage of local conditions. The role of biotechnology also needs to be discussed. The problem is, with an already globalized economy, any solution must be viewed in terms of it's effect worldwide.

    Summary of events 02/25/04 The field investigation of the case of BSE in a cow in the state of Washington is now virtually complete. To summarize, the epidemiological tracing and DNA evidence proves that the BSE positive cow slaughtered in the state of Washington on December 9, 2003, was born on a dairy farm in Calmar, Alberta, Canada, on April 9, 1997. She was moved to the United States in September 2001 along with 80 other cattle from that dairy. A brain sample collected from the cow at slaughter tested positive for BSE on December 23rd. The epidemiological investigation to find additional animals from the source herd lead to a total of 189 premises, leading to complete herd inventories on 51 of these premises in three states (Washington, Oregon, Idaho) and involving the examination of the identification on more than 75,000 animals. All herd inventories have now been completed and appropriate analysis of those inventories performed. There are no premises remaining under hold order. A total of 255 "animals of interest" were identified on 10 premises in three states (Washington, Oregon, Idaho). "Animals of interest" are defined as animals that were—or could have been—from the source herd in Alberta, Canada. All 255 animals were depopulated and BSE testing was negative on all of them. The carcasses from all of the euthanized animals were disposed of in landfills in accordance with all federal, state, and local regulations.
