He was educated at Plymouth and worked as an insurance officer for 10 years before studying for the stage and eventually becoming a writer. He was the author of many novels, plays and poems about Dartmoor. His Dartmoor cycle of 18 novels and two volumes of short stories still have many avid readers despite the fact that many titles are out of print.

Educated at Hitchin Grammar school and privately, in 1897 he became a clerk in the Indo-European Telegraph Company's office in Mincing Lane, London. Apart from an unhappy spell in the company's Manchester office, he remained there and continued to live with his family in London until the First World War, when he left, registered as a conscientious objector and became a schoolmaster for a short time.
