As a California Democrat in a Republican era, he lost a close race for governor in 1902; lost the U.S. senatorial confirmation in 1903; and lost the San Francisco mayoralty campaign in 1903. Though his "utilitarian" philosophy regarding natural resources (especially water storage and use) was at times fanatical, his ultimate intentions were never malicious. In Park Service lore, he will be remembered chiefly for three things: being a primary advocate for Yosemite's Hetch Hetchy Dam: coaxing Stephen T. Mather to come to Washington to organize and run what would become the NPS; and being the secretary of the interior under whose administration the National Park Service was penned into existence. As secretary of the interior, Lane visited many park areas between 1914 and 1918. He toured pre-national park Acadia (Sieur de Monts National Monument) with its "foundling father" George B. Dorr and struck up an immediate friendship with him. His fondness for Dorr and his excitement over the park clinched the area's national park designation. Though Mather and Albright sharply protested some of Lane's resource management ideas, the secretary nearly always stood behind his chiefs, giving strength to a far-flung, under staffed, infant agency operating on an inadequate budget.

His father, a Presbyterian minister, moved the family to California's Napa Valley in the 1870s. Lane studied first at the University of California before earning a law degree from Hastings College of Law in San Francisco; he was admitted to the California state bar in 1888. Lane then pursued journalism, working as a correspondent for the San Francisco Chronicle and later as the editor of the Tacoma Daily News between 1891 and 1895. Returning to San Francisco, he became the city attorney and then county attorney from 1899 until 1904. In the interim, he ran and lost races for the governorship of California in 1902 and the San Francisco mayoralty in 1903. After tragedy struck during the Great Earthquake of 1906, Lane helped to coordinate the city's relief squads. He soon traveled to Washington, D.C., to speak alongside President Theodore Roosevelt about the virtues of Yosemite National Park. Though a Democrat, Lane made such an impression on the President that TR hired him to serve on the Interstate Commerce Commission, becoming chairman of the commission on New Year's Day, 1913. Lane's skill on the commission motivated newly elected President Wilson to appoint him secretary of the interior. Lane remained in that post from 1913 until 1920, advocating for the democratic, antimonopolistic, and efficient development of natural resources. His most striking accomplishment was the creation of the National Park Service in 1916.

A Canadian by birth, Lanes career catapulted him to the pinnacle of American political power as a trusted presidential advisor, federal regulator, cabinet official and leading national voice for progressive reform and good government. His life was a testimony to dedication to public purpose, patriotism, and the democratic ideals of equality and opportunity. Lane was born in a ministers home near Charlottetown, Prince Edward Island, Canada, on July 15, 1864. His parents, Christopher and Carolina, were Presbyterian prohibitionists of Scotch-Irish heritage. His father, at the time of Franklins birth, was a Presbyterian minister who suffered from recurrent attacks of bronchitis which weakened his preachers voice. Reverend Lanes bad health caused him to abandon the ministry for a career in dentistry. To escape the rigor of the harsh Canadian climate, Franklins father moved the family to California in 1871, settling in Napa. In 1876, the Lanes moved to Oakland, an area that offered greater professional opportunity for a dentist and better schooling for the children. Franklin enter Oakland High School where he impressed his teachers as bright, confident, and gregarious, traits that won him the honor of serving as class valedictorian in 1880.
