Extractions: Background and History Equipped for the Future (EFF) is NIFL's signature effort to improve the quality and results of the adult literacy, basic skills, and lifelong learning systems in the U.S. Like other education improvement initiatives focused on accountability issues, EFF is a standards-based reform initiative. Research indicates that standards are a powerful tool to improve results because they make explicit what the goals of instruction should be and therefore provide a way to align curriculum, instruction, assessment and accountability. When we began Equipped for the Future in 1995, the General Accounting Office had just published an indictment of the federal adult education program. The GAO report, Adult Education: Measuring Program Results has been Challenging , described the difficulties in evaluating the results of a program without clearly defined objectives, appropriate student assessments, and accurate data. The underlying problem GAO pointed to was "the lack of a coherent vision of the skills and knowledge adults need to be considered literate."

Acting through legislators who dance to Hollywood's tune, the movie studios are racing to lock away the flexible, general-purpose technology that has given us a century of unparalelled prosperity and innovation. This three-part agenda controlling digital media devices, controlling analog converters, controlling the Internet is a frightening peek at Hollywood's vision of the future. Hollywood Tips its Hand The " Content Protection Status Report de facto regulators of new technologies, deciding which mathematical instructions are mandatory and which are forbidden. The first part of the document details the efforts of the Broadcast Protection Discussion Group ( BPDG ), which will release its final standard for the regulation of digital media technology at the end of May. The BPDG's standard would ban the production of digital television devices that had not been approved by three Hollywood studios. Approved devices will only interoperate with other approved devices. The combination of legal restrictions on digital television devices and licensing restrictions on the computer technologies they can interface with gives Hollywood an absolute veto over all new digital media technology without the need for unpopular, sweeping legislation like Senator Hollings's Consumer Broadband and Digital Television Promotion Act (CBDTPA).

The 16 Equipped for the Future standards define the knowledge and skills adults need in order to successfully carry out their roles as parents, citizens, and workers in the 21st Century. These skills include strong reading, writing, and math skills; they also include the skills we need to communicate and work well with others; to solve problems; and to keep up with change. Although Equipped for the Future (EFF) is a voluntary initiative, nearly 600 adult literacy programs in 38 states are already using the EFF content framework to guide teaching and learning. Eighteen states have begun using the EFF standards to improve the quality of one or more of their adult learning systems. In addition, key national organizations like the National Center for Family Literacy, the National Urban League, ProLiteracy, and the National Retail Federation are using EFF as an integral part of their own training and program improvement systems. EFF is currently working with these state and national partners to develop a range of research-based tools that can assist programs, states, and national organizations in using the standards to improve instruction and results.
