This tiny community of log cabins, located at the confluence of the Porcupine and Crow rivers, is home to nearly 300 members of the Vuntut Gwitch'in First Nation. The lives of the Vuntut Gwitch'in still revolve around seasonal activities: the spring and fall migrations of the Porcupine Caribou Herd, hunting, trapping and gathering. Old Crow lies far from the Yukon's highway system, and is accessible only by air; almost everythingfrom groceries to snow machine parts and vehiclesarrives by air (a winter ice road has occasionally been built, permitting importation of large equipmentmost recently to build the new school, but the expense has become prohibitive these days). The Alice Frost campus is now named for the late Chief Alice Frost, who played a vital role in creating a center for adult learning in Old Crow. Originally called the "Tes'ek Gehtr'oonatun Zzeh" campus "schoolhouse where two rivers meet," it first opened its doors in 1987 in a trailer, all students were enrolled in adult basic eduction. Now, a new building houses the campus. The Vuntut Gwitch'in First Nation is one of the first four Nations to settle their land claim and negotiate a self-government agreement. This has meant that Community Campus-community partnerships are focused on training for administration of settlement lands and self-government. Strong partnerships also exist between the campus, the Chief Zzeh Gittlit School and other agencies.

Extractions: or Carcross lies halfway between Skagway, Alaska and Whitehorse on the route made famous by the gold rush of 1898. Once a fishing and hunting camp for Inland Tlingit and Tagish First Nations people, the gold rush, the White Pass and Yukon Route railway (completed 1901), and a short mining boom in the area changed the local social fabric. Today, it's the home to about 400 peoplehalf of whom are First Nations. Tourism has replaced both mine and rail as the mainstay of the local economy. The campus has offered basic adult education programs since it opened in 1981. It works closely with the Carcross/Tagish First Nation to help prepare its people to administer their pending land claim and self-government agreement. While core programming has remained much the same over the years, emphasis is placed on community development. Strong partnerships have formed with the Carcross/Tagish First Nation and other community groups. Local staff run the basic adult eduction programs. They meet other community needs by designing and delivering a variety of additional programs and courses. These include First Nations training, early childhood development, computer training, tourism, small business and art courses. Students also contribute to community development projects like the publication of a newspaper designed to boost tourism in the area.

As a result, approximately 400 affordable housing units will be created or preserved in the Yukon, over the next five years. Federal funding of $5.5 million together with matching contributions from the Yukon Territory, demonstrates a commitment to work together to address the need for affordable housing. "More residents of the Yukon will be able to gain access to affordable housing thanks to this agreement we are signing today," said Minister Collenette "This tenth bilateral agreement, signed in the past ten months, confirms the Government of Canada's commitment to providing strong, safe communities throughout the Yukon and, in fact, all of Canada. It also shows that partnerships between two levels of government can work effectively to achieve commonly held goals."
