He approached the acting Prime Minister FS Malan with a substantial gift of money and persuaded the Government to donate the former State Forestry Plantation at Uitvlugt for the development of the Garden City called Pinelands. The Garden City Trust was set up in 1921 where the Trust Deed stated that the main purpose of the Trust was to provide better housing and social conditions for the people. Garden Cities raised the money necessary for the building of roads, drainage and the institution of many other services. Land was divided for houses, civic, social, cultural, recreational amenities, public buildings, churches, schools and other purposes. The original land allocated was 800 acres and was added to in 1940 totalling 1400 acres. All buildings had to conform to the Garden City Regulations and were aesthetically pleasing and structurally sound. In 1923 the foundation stone was laid and government subsidies were made available to the people. Pinelands operated under the unique system of dual management and control between the Municipality and Garden Cities.

Today's South Africa is in fact a product of peoples and cultures from the four corners of the globe. Only the Khoi and San bushpeople are truly indigenous to the lands of southern Africa. Tribes such as the Xhosa and Zulu later migrated from central Africa. Europeans sailed to this "new land" in search of freedom from persecution, new opportunities, adventure and - of course - a part of South Africa's vast wealth. Some came from Holland. Others were French Huguenots seeking refuge from Catholic persecution. The Portuguese and the Germans established outposts in neighboring lands. Asians came to South Africa from India, Malaysia and Indonesia as laborers. And the English came with the conquest of South Africa by the British Empire for her vast wealth in gold and diamonds (and they didn't even know about the plutonium!) In fact, South Africa remains a part of the British Commonwealth. In our own century, South Africa opened its gates to a large number of grateful European Jews fleeing the Nazis at a time when America and other countries were closing their doors to refugees. In much lesser numbers, South Africa has welcomed refugees from the Czech uprising of 1968 and more recently refugees from civil wars the Congo and Angola. Many guest workers from other parts of Africa now live in South Africa because of economic opportunities, and bring their various cultures with them.

For more than a hundred years after the first settlement, the Dutch Reformed Church was the only legally permitted and established church on South African soil. In time, groups of settlers moved away from the Cape settlement into the hinterland to develop farms there. The indigenous people of the Cape at that time were the Khoikhoi people, many of whom worked as laborers on the farms of the Dutch-speaking settlers. The Dutch government forbade enslaving indigenous people of southern Africa. They did allow the importation of slaves or indentured servants from the Malay peoples of Indonesia and Malaysia. The first Malay slaves arrived in 1657. Others slaves were imported from West Africa.
