Mike Enzi told colleagues on the Senate floor today. "There are some who say all we really need to do to improve student achievement is to hire more teachers. But money that is earmarked for hiring new teachers will not help Wyoming keep our best teachers from leaving the state," Enzi said. "Congress must provide states and local school districts with the flexibility to pay good teachers more money, or provide them with other incentives, in order to encourage them to continue teaching." Enzi said Wyoming has a declining student enrollment which is forcing some school districts to eliminate teaching positions. Money specifically earmarked for hiring new teachers will be of little help to schools with declining enrollment. Instead Enzi advocated the flexibility to use federal funding for teacher training, recruiting and retention that is provided in Better Education for Students and Teachers (BEST), S.1., which the Senate is considering this week.

To achieve it, we as a nation must discard any methods of mediocrity we may have used in the past and embrace a strategy that will promote excellence in education. Success will require Wyoming's educators to work together with administrators, parents and the U.S. Department of Education. It will require hard work. It will require change. But, contrary to what I've been reading in some Wyoming newspapers, there are a few changes that the No Child Left Behind Act won't require. The No Child Left Behind Act does not require school districts and states to dig between the couch cushions to find extra cash to pay for requirements under the law. Since 1995, Congress has been prohibited from passing any legislation that contains unfunded mandates. Accordingly, the Wyoming Department of Education should not expect to need significant budget increases from the Legislature due to the act. The education reforms contained in No Child Left Behind were coupled with an historic increase in K-12 funding for Wyoming. Compared to last year, Wyoming received an increase of about 21 percent in overall K-12 federal funding this year with schools that have higher populations of disadvantaged students receiving 30 to 40 percent increases. Wyoming will receive more than $70 million for implementation of the act this year.

"We have tried, particularly over the last six years, to find as many different ways of admitting teachers into the system as possible without compromising the quality of the education we're providing for children," said King. King was responding to remarks made by Sen. Charlie Scott, R-Casper, in regard to a report issued Monday by Education Week Quality Counts 2002. In that report, Wyoming was given an "F" grade for its efforts to improve teacher quality. King said the main criterion in the report was if a state certified teachers through testing. Wyoming is one of six states that does not require teacher testing for certification. Instead, teachers are evaluated for certification based on the degree earned at college and student-teaching experience, said the board's staff director, Linda Stowers. But King said testing prospective teachers doesn't necessarily indicate how good they will be.
