Wyoming medical officials this month took their case to the public in hopes of derailing an offshore medical school's expansion into their state. Undeterred, Dominica-based Ross University is maneuvering to help any future students at its proposed Casper branch obtain federal financial aid. The state and county medical societies hope a series of forums will finally get their concerns about the unaccredited school's quality in front of a public already swooning over the prospect of jobs and prosperity from a Casper campus. Ross officials have said the proposed $10 million campus would bring the community a $12 million payroll and as many as 1,200 students. But the medical community has continued to insist that no possible economic benefit is worth the damage to the state's reputation that would come with being home to the country's only unaccredited medical school. And many have said the move into Casper would send the dangerous message that unaccredited schools are welcome in economically troubled states.

Background The Wyoming Constitution establishes education as a fundamental right of Wyoming citizens. Historically, local property taxes have comprised a significant source of funding for our state's schools, creating huge disparities around the state in education spending per student. A series of lawsuits over the past 30 years forced the Legislature to begin revamping the state's school funding system to provide a more equitable distribution of resources statewide, a task that was finally undertaken in earnest (under court deadline) in 1997. Lack of leadership in both the executive and legislative branches, along with numerous political undercurrents - e.g., mistrust of local school district management despite rhetoric exalting "local control" - has since impeded reasonable and efficient resolution of school finance issues.

The levy would generate about $1 million in the first half of the 2003 fiscal year and then $2 million each year thereafter. The owner of a $100,000 home would pay an additional $330 a year, about a 35 percent increase. About 85 percent of a school district's budget is personnel costs. Anticipating a budget deficit next year, the district has already shaved $153,000 from this year's budget and anticipates further cuts of about $400,000 in the 2002-03 school year. The position of director of human resources will be eliminated June 30. The district is also looking at expenses that can be delayed a year, such as new textbooks and computer replacement.
