    Extractions: The Maureen and Mike Mansfield Foundation Program Overview The National Association of Japan-America Societies (NAJAS) in cooperation with the Maureen and Mike Mansfield Foundation (MMMF) has established a new joint program to bring American and Japanese women to visit each others' country and examine the policymaking processes. In December 2004, the U.S. delegation will spend a week in Tokyo meeting their Japanese counterparts in public service; visiting public and non-governmental organizations whose mission is to focus on social policy; and sharing their experiences. In May 2005, the Japanese delegation will spend a week in Washington, D.C. visiting their American counterparts. We will also host a public forum in each country to exchange ideas about how to effectuate social policy change in our communities; and establish a website to disseminate information and resources.

As a young mother in University City, Mo., Mrs. Woods asked officials to fix a loose manhole cover in front of her family's house. When they stalled, she grabbed a pen and yellow legal pad and went door-to-door collecting signatures. Her petition worked. The city resolved the problem. Emboldened by that fledgling activism, Woods became involved in politics. She served on the city council. Later, she was elected to the Missouri state senate and then rose to lieutenant governor. She capped her career as president of the National Women's Political Caucus in Washington. All this for a woman trained as a journalist. Now Woods is reflecting on that long career in a book, "Stepping Up to Power: The Political Journey of American Women." She is also looking ahead, and what she sees troubles her. There aren't enough women like her younger self, entering politics. "I'm very worried," she says over lunch in Cambridge, Mass. "There's been a plateauing of women running for state legislatures. It's naive to think that you'll have women running for president and vice president if you don't have them running for lower office." Women make up only 22 percent of state legislators, an increase of just 1 percent since 1993. They hold 12 percent of seats in Congress, up from 10 percent in 1993.

    Extractions: Women were prohibited from voting or holding office in every state of the nation in antebellum America, and electoral politics and governance were considered by some as an exclusively male realm. Nonetheless, many women refused to be confined to a so-called domestic sphere, and when one recognizes that public life encompassed much more than electoral politics and office holding, it is clear that women played an important role in antebellum political life despite their inability to vote. For one thing, women played an important role in antebellum reform movements that petitioned government to cure moral and social wrongs. Women, for example, were indispensable in circulating and signing the antislavery petitions abolitionist societies poured on Congress in the 1830s and 1840s. They also participated in movements to reform education and in temperance associations that called on state legislatures to regulate the sale of beer and liquor in the 1830s and 1850s and that, in the 1850s, called for total state prohibition laws. Finally, some women were no longer willing to tolerate their exclusion from the right to vote itself. Led by Lucretia Mott, Elizabeth Cady Stanton, and other women veterans of the abolitionist movement, these women decided that the demand for equal rights for women must have a separate organization and arranged a convention at Seneca Falls, New York in July 1848, a month before the new Free Soil party organized at Buffalo. The convention issued a Declaration of Sentiments, drafted by Stanton, which asserted "that all men and women are created equal" and complained about the denial to women of "this first right of a citizen, the elective franchise, thereby leaving her without representation in the halls of legislation" and "oppressed on all sides."

The intention is to move away from the usual condemnatory approach to Islamic fundamentalism and consider it in the light of the views and activities of its adherents. WHAT IS FUNDAMENTALISM? Fundamentalism has for long been associated with greater or lesser degrees of oppression of women. Given the rise of fundamentalism and the decision of many women to consciously reject feminisms of various kind and adopt the creed makes it important for some of us to consider what it is and why so many have chosen it. It may be worth while to stand back and consider the reasons that many Muslim women have offered for adopting Islamic fundamentalism and "returning to the source" both in the UK and elsewhere. Part of the problem of understanding fundamentalism has been in terms of definitions and terminology. Muslims themselves do not use the terms fundamentalist at all; the twentieth century Islamists argue that they are revivalists, and are returning to sources of Islam to regain a purified vision, long since lost in the mire of worldly governments. Shiias, who are a minority school of Islam, but form 98 per cent of the Iranian population, have for long seen themselves as the guardians of the poor, the dispossessed and those trampled on by unjust governments.
