Extractions: Education The No Child Left Behind Act The final version of the President's education reform proposal was signed into law in January 2002. Rep. Petri was a member of the House-Senate Conference Committee that negotiated the final bill. While providing more resources for local school districts, this landmark legislation demands results for those resources. The No Child Left Behind Act represents a sea change in federal education policy. Students will now be required to be tested in reading and math in grades 3-8. Schools that fail to make "adequate yearly progress" every year are subject to corrective action (such as conversion to a charter school, change in management or state takeover); however, schools that have difficulty meeting the new standards will get additional federal resources. Students attending these schools also get new options such as public school choice and the opportunity to purchase supplemental services such as tutoring with federal funds. IDEA Reauthorization After 18 months of gathering input from parents of special needs children, teachers, schools, and numerous organizations, the House passed legislation in April 2003 to reauthorize the Individuals with Disabilities Education Act (IDEA), the federal law that ensures disabled students have access to a quality education.

ONLINE SERVICES This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions: There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

If the employee is otherwise approved for career-related reimbursement, there is nothing in any of the State labor Agreements that would preclude a represented classified employee from being eligible for waiver of segregated fees. A. WISCONSIN STATE EMPLOYEES UNION (WSEU) The rules governing tuition reimbursement for WSEU-represented employees are set forth at Section 11/12/6 (Career-Related Education) of the WSEU Agreement. For 2003, WSEU-represented employees are entitled to take time off without pay to take career related educational courses up to but not exceeding 15 semester hours (not to exceed six semester hours per semester or three semester hours per summer session) for the duration of this Agreement. Seventy-five percent (75%) of tuition costs and fees will be reimbursed by the Employer if the employee is still employed upon successful completion of approved courses. Prior to the commencement of any career related courses, the employee must seek and receive advance authorization from his/her supervisor and from the appointing authority, and once approval is given, it may not be rescinded except in case of emergency. Career-related training and educational activities are those that aid an employee in progressing to any class or class series within the bargaining unit within the agency or for lateral movement to a position in a counterpart pay range within the agency.
