Extractions: Search Tips Research has shown that children with hearing loss identified before six months of age demonstrate superior language skills over those identified after six months of age. Language skills are vital for an infant's future education and employment success. Parents need to know immediately when hearing loss exists so that they can learn how to best communicate with the infant. The sooner communication lines are established, the better. The Walsh Bill (also known as the "Newborn and Infant Hearing Screening and Intervention Act of 1999" and named after its sponsor, Representative James Walsh) is designed to set up a system of grants that will encourage states to establish statewide programs to identify hearing loss in newborns and infants. These programs will ensure that the children and their families receive appropriate communication, language, audiological and medical evaluation, and intervention. Babies will be tested (or screened) for hearing loss immediately after birth. When hearing loss is identified, infants and their families will be referred to resource agencies and individuals to ensure top-quality care and education.

Extractions: The Parent Educational Advocacy Training Center (PEATC) of Fairfax, VA. and State Education Agencies in Virginia and West Virginia began a collaborative partnership to support local Parent Centers in 1982. These centers would help parents and educators develop the skills needed to advocate for a quality education for children with disabilities. The project was initiated following a statewide survey of families who identified a need for such Parent Centers. In 1985, The Maryland State Department of Education also adopted the model. Montgomery County was one of the first counties to establish a Parent Center. Since then other states and localities around the nation have adapted the parent center model to create their own programs. Each center is uniquely designed to meet the needs of the community it serves. They go by many names: Parent Resource Center, Parent Information and Training Centers and Family Resource Centers. Extractions: ticking.... What is WV WORKS WV WORKS is the Temporary Assistance for Needy Families Program. WV WORKS is the cash benefit program that replaced the AFDC (Aid to Families with Dependent Children) Program on January 1997. You can only receive WV WORKS for 60 months or 5 years in your life time. After that you cannot get a check from welfare for yourself or your children. Any months you receive a check after December 1996 count towards the 60 months or 5 year limit. Time spent on welfare before January 1997 does not count. The 5 year limit applies to all adults and minors not living at home. The 5 year limit does not apply to "child only" cases. For example, if a grandmother is getting a check for her two grandchildren, but not for herself, the children's welfare will not end after 5 years. Not every adult can collect "child only" welfare. If you are the natural or adoptive parent of a child, you must be included in the assistance case with the child. The time your children spend on assistance does not count for their 5 year lifetime limit as an adult. For example, a young person who spent time on cash assistance as a child can still get 5 years of welfare as an adult.
