The U.S. Census of 1990 reports that 35% of West Virginians are identified as having a disability. Of those, 19% are rated as severe. As you know, these requirements were adopted as part of the major overhaul of Title I undertaken by Congress and the Administration in 1994. The statute requires each State to implement a system of challenging content and performance standards, aligned assessments, and school accountability for the 2000-2001 school year. The documentation of West Virginia's assessment system was carefully reviewed by a group of external reviewers with strong expertise and experience in the design of State assessment systems. The external reviewers raised a number of issues related to the substance and timeline for completion of your State assessment system. Extractions: A r c h i v e d I n f o r m a t i o n To Assure the Free Appropriate Public Education of All Children with Disabilities - 1996 IDEA requires that the Secretary of Education collect data on those services anticipated to be needed for students ages 12-21 exiting the educational system. In the past, anticipated services data were collected annually. Because of changes in the law, these data are now collected every 3 years. Data on anticipated services are intended to improve transition planning by informing State agencies, such as Vocational Rehabilitation and Developmental Disabilities, of the service needs of students exiting the education system. Initially, OSEP collected the data from States on an aggregate basis. However, at least two problems with these data were identified. In some cases, State personnel based service needs estimates on the student's disability classification. In other cases, data were gathered by school and district personnel who may have been inexperienced in judging the adult service needs of students leaving the educational system. In order to address these problems, OSEP developed the PASS (Performance Assessment for Self-Sufficiency) system in conjunction with transition experts and State and local administrators and practitioners in special education and adult services. PASS instruments, which capture information about the functional performance of students, are completed by teachers on the basis of their knowledge of their students. This information is then fed into an expert system that translates the teachers' assessments into useful information that special education and adult services agencies at all levels can use to anticipate service needs, and to plan services for young adults with disabilities.

I would like to mention that I started teaching in West Virginia in 1957. Then, the most common discipline problems were students running in the halls, going up and down the wrong staircases, and chewing gum in classes. That was a different time. I was an educator for 40 years and along the way, in the '60's or early '70's, teachers were told not to impose their middle class morality upon their students. Parents would teach children the values they espoused. I felt at the time this was a mistake. Family structures had begun to change, even then. Teachers were spending more time per day with students than parents were. Good teachers can be very strong role models for children of any age and I still feel that teaching kindergarten and first grade children is a calling, not just a job. West Virginia's public schools are among the safest in the nation. This is partly a function of having the lowest crime rate in the country. In spite of these statistics, we cannot afford to be lax in our efforts to prevent acts of violence in our schools, similar to those that have occurred in other parts of the nation.
