I called the Executive Director of the WV State Bar, Tom Tinder, and he set us up with eight lawyers willing to talk to students. We rotated the students (7th graders) through the lawyers, who were situated in the seventh-grade rooms. This brief essay will compare and contrast the Plessy v. Ferguson decision of May 18, 1896 and the Martin v. Board of Education decision of November 28, 1896. The Martin case remains virtually unknown. No standard works on West Virginia history or education cite the decision; yet it remains, along with numerous other tragic and obscure incidents, as part of the mosaic that is West Virginia history. The period following the Civil War has been interpreted by C. Vann Woodward as an era in which significant achievements were made by blacks seeking legal and economic human rights. Blacks living in the South were encouraged to vote and white politicians tended to solicit their support. Numerous positions of political leadership were held by Negroes and not until the 1890s was segregation as it is defined today a normal part of American life.

The West Virginia Board of Education and the West Virginia Department of Education continue to "drive home our point," and I am happy to report that it is working! For years we have been talking about closing the achievement gap, increasing the graduation rate, improving test scores, providing a safe learning environment for students and pushing healthy eating and exercise habits.

The first reporting period began January 1, 1997 and ended December 31, 1999. This three (3) year period allowed for a phase-in period. Thereafter, the reporting of continuing education will continue on a 2 year cycle and end on ODD YEARS such as 2001, 2003, 2005, etc. Registered Professional Nurses, however, will continue to renew their license annually. To assure availability of quality programs, the Board has established standards for continuing education. The Board will register those providers of continuing education who agree to be responsible for adhering to the minimum standards included with this application. The Board will not review and approve offerings in advance of their presentation. Audit of records and continuing education activities will occur yearly from a random selection and may occur if the Board is presented with evidence from any source indicating that a provider is out of compliance with minimum standards or West Virginia Code ß30-7 et.seq.
