Extractions: Transportation planning and project development must reflect the desires of communities, and take into account the impacts on both the natural and human environments. Transportation projects are closely looked at to see how they might impact the community, the natural environment, and our health and welfare. Before any project can move forward to construction, the FHWA must address and comply with laws related to the environment. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get through this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project. Two Offices within the Federal Highway Administration focus on environmental protection and enhancement. The Office of Natural and Human Environment primarily focuses on environmental programs associated with air quality, noise, and water quality, and on programs associated with the built environment, including transportation enhancements, bicycle and pedestrian facilities and scenic byways. The Office of Project Development and Environmental Review focuses on NEPA project development process as a balanced and streamlined approach to transportation decisionmaking that takes into account the potential impacts on both human and natural resources and the public's need for safe and efficient transportation improvements. Extractions: Pigeon River The Pigeon River in east Tennessee has historically been degraded by discharges from a paper mill in Canton, North Carolina. A settlement agreement concluded in 1998 between Champion Paper Company, the State of North Carolina, the State of Tennessee, the United States Environmental Protection Agency, Cocke County, Tenn., City of Newport, Tenn. the American Canoe Association and the Tennessee Environmental Council resulted in strict new standards, and dramatic improvements to the quality and color of the Pigeon River. The Canton mill is now employee-owned and operated by Blue Ridge Paper Products, Inc. Much work remains to be done. The State of Tennessee is committed to providing clean water for all Tennessee citizens, and will not be satisfied until the Pigeon River runs clean and clear. The independent review process by technical experts established by the 1998 agreement will continue to drive progress towards that goal.

Permits The Division of Water Pollution Control is responsible for administration of the Tennessee Water Quality Control Act of 1977 (T.C.A. 69-3-101). In addition, the Division is responsible for the non-coal surface mining program and illegal coal mining under the Tennessee Coal Surface Mining Law of 1980, as amended. On an annual basis, the Division monitors, analyzes, and reports on the quality of Tennessee's water. In addition, a number of specific surveys are conducted, including studies of in-stream biological communities and documentation of contaminant levels in sediment and fish flesh. The fish and bacteriological data generated by the Division are used by the Department to issue advisories to the public when levels of contaminants exceed those considered to be protective of public health. The policy objective for the Strategy is "to achieve sustainable use of the nation's water resources by protecting and enhancing their quality while maintaining economic and social development." The Strategy provides policies, a process for water quality management, and a set of national guidelines that cover issues across the whole of the water cycle. Contacts The Great Barrier Reef is facing an increasing threat from a decline in the water quality in the catchments draining into the Reef lagoon. The Commonwealth and Queensland Governments have agreed, through a Memorandum of Understanding to jointly developing a Reef Water Quality Protection Plan to protect the Reef from land based sources of pollution. The Great Barrier Reef is a nationally and internationally significant area with outstanding natural values. It makes a major contribution to the local, regional and national economy as well as being of major social significance to the region and the nation. Along with the largest system of coral reefs in the world, the Reef is home to extensive seagrass beds, mangrove forests, and sponge gardens. Many of the Reef's marine species rely on coastal freshwater wetlands and estuaries as breeding and nursery areas. Extensive land development in the catchments adjacent to the reef for urban centres, agricultural production, tourism and mining has led to increased pollution of these rivers. The Plan will particularly focus on diffuse sources of catchment pollution since point sources such as mines and sewage treatment plants are already regulated.
