Extractions: It was a mid-Summer showdown at the House Education and the Workforce Committee. Republicans were pushing a bill to provide scholarships to low-income students in the District of Columbia, and committee Democrats knew exactly who to turn to for testimony against parental choice in education: an organization ostensibly for parents, the National PTA. It was the second time this year that a PTA representative had testified against parental choice before the committee. Most Americans know the PTA as a world of bake sales, fun fairs, and teacher-appreciation lunches, and at the local level it is. The national organization, however, has a different agenda. Whether the issue is opposing educational choice or calling for increased federal funding for public-school programs, politicians on the left know they have a friend in the National PTA. But its one-sided politics are out of touch with its members, and political analysts say the National PTA soon may have to decide whether its priority is representing parents or its liberal political agenda.

Extractions: Everett Carll Ladd, The Ladd Report . Free Press, 1230 Avenue of the Americas, New York, New York 10020. In a celebrated 1995 essay, Harvard political scientist Robert Putnam warned that Americans were far less likely to join groups than in the past. Citing declines in many major organizationslabor unions, the League of Women Voters, PTAs, and bowling leaguesPutnam concluded that Americans had become far less civic-minded, a trend that would inevitably lead to a fractured and balkanized America. Ladd, professor emeritus at the University of Connecticut, disagrees. A great deal of evidence, he contends, shows Americans are now more likely to join associations and aid charities. We are less likely to bowl than in the pastbut more likely to join soccer leagues. Women have shifted their allegiance from the League of Women Voters to less political groups, such as the Soroptimists and local businesswomens associations. And while PTA membership is declining, parents arent abandoning the schools; theyre more likely to create independent, locally controlled parent-teacher organizations (PTOs), which dont have to pay hefty dues to the PTA national headquarters or follow its political lead. Americans are also increasingly donating time to worthy causes. Polls show steady rises in the percentage of Americans who say they volunteer to help others. In 1977, for instance, 26 percent of Americans surveyed said they donated time to help the poor, the sick, and the elderly. By 1995, the percentage had more than doubled to 54 percent. Charitable donations are also rising, from $349 per person in 1970 to $524 in 1996 (measured in constant 1993 dollars).

Extractions: Election nightany election nightis a time to celebrate. While we have been on the losing end of more election results than we care to remember, we continue to celebrate the system. This election night, as we join the nation in watching the returns roll across the screen, a few thoughts that appear to be political truths come to mind. The returns on the transportation sales tax increase seen to prove again that just about anything with the word tax in it is all but doomed to failure. We are surprised that the referendum received as many yes votes as it did, although it was heavily funded. Ironically, it may have received even more support had some commuters not been tied up in traffic Tuesday evening. It was not an embarrassing loss, and the margin may play a role in future political planning. The majority seldom volunteers to approve tax increases, regardless of the reasons. We consider the outcome another victory for this theory, not for those who do not want roads. A small segment immediately claimed the outcome was a victory for smart growth, which in this county means dirt roads. We strongly disagree. We could point out that Congressman Frank Wolf defeated a self-styled smart growth candidate and leave it at that. This would not be fair. The candidate lost because he was under-funded and unknown. It is doubtful that most voters even knew of his philosophy. For any chance, candidates who oppose incumbents such as Wolf and John Warner must be serious candidates. The sales tax increase was defeated by those who do not support any additional taxes, especially under these economic conditions. If there was a coalition among conservatives and a limited number of elitist no-growthers, it will not last beyond the night.

Extractions: However, it may take more than that for the Board to leave a legacy of penny-pinching. We would remind the Supervisors that they have made a bad habit of handing out grants and love offerings to their friends for years now, and never batted an eye in spending $10,000,000 on property without a clue of what would be done with it. The full spending record is clear, and we will leave it to those who oppose them at the polls to produce a documented accounting. Chairman York himself commented this week that we just cannot afford to spend that $5,000. Supervisor Jim Burton, who was known to pinch a few pennies before he joined in the spending frenzy on the board, joined York on fixing the blame elsewhere as usual. In the case of the county budget problems, they said, the state is to blame. There is always a target for our board to aim their fingers.

October 2001 ] [Farewell Speech] [ PTA Service Record SUE'S FAREWELL SPEECH - 1999-2001 When I was elected as your President two years ago, I began a journey that has been filled with challenges, pride, disappointments, joy, and hope. The greatest challenge I have faced has been carrying out the responsibilities of this office while holding a full-time job in an elementary school. I have spent most of my days meeting the requirements of my job and long nights and sometimes many days away from my job meeting my responsibilities as President of the VA PTA. This was made somewhat easier for me as I had a Superintendent who believed in providing professional leave time in order that I might travel across the state as President of the VA PTA while also serving as an ambassador for public schools. And yet it has all been worthwhile for during these past two years, I feel we have made a difference for children. - You may ask how have we made a difference?
Extractions: Search Rethinking Schools Help Home Archives Volume 17 No. 3- Spring 2003 'A Ghetto Within a Ghetto' -photo: Jean-Claude Lejeune Spring 2003 By Joel McNally The disproportionate placement of African-American males into special education classes has created a "a ghetto within a ghetto," says Gary Orfield, co-director of Harvard University's Civil Rights Project. Orfield says that this racial disparity makes it less likely that black students receive high school diplomas, less likely they will be employed after leaving school, and more likely they will end up in the criminal justice system. "This is segregation within segregation," Orfield said. "For a lot of these kids, this is a direct path to jail. It becomes an irreversible punishment in these kids' lives. This is taking a bad problem and putting it inside another even worse problem. It's just unconscionable." Orfield is co-editor with Daniel Losen of the newly published Racial Inequity in Special Education

Do you have more questions? In a nutshell, PTAs are local groups that affiliate with the national PTA. These groups pay dues to their respective state PTAs and to national PTA and they receive benefits from same. PTO is the general acronym for the 75% of groups (PTOs, PCCs, HSAs, etc.) that choose to remain independent. PTOs are free to write their own bylaws and they can either: a) not charge dues at all (a nice touch to encourage involvement); or b) keep whatever dues they do charge at their school. Theres an entire feature story on the PTO v PTA issue here Many PTOs (and PTAs) utilize this PTOtoday.com Web site as a resource for learning and sharing. For those PTOs that want to retain their independence but still receive some higher-level benefits (at a significantly lower cost than PTA membership), theres the National PTO Network , a paid service available from PTO Today.
