Installations Fuqua School of Farmville, Virginia, seventy miles west of Richmond, has a population of nearly 700 students from pre-kindergarten to grade 12. In 1994, a general purpose building was added to the lower school campus. True to Fuqua Schools dedication to science and technology, alternatives were explored to determine the most efficient system for heating and cooling the new building. While projected cost savings were a major reason for choosing geothermal, Fuqua School realized many other benefits as well. Fuqua's 18,000 square foot lower school's general purpose building is designed to fit diverse needs. It consists of classrooms, a computer center with 20 computers, a music and art center, a media center with 14 additional computers, administrative offices, a library, a science lab, and a 7,000 square foot auditorium/gymnasium which is also used as a lunchroom for children pre-kindergarten through grade five. The installation at Fuqua has a closed-loop, 52 ton, water source system. There are 36 wells, 6 inches in diameter and 285 feet deep. There are 1,625 gallons of water with no antifreeze solution added. Two-thirds to three quarters of the energy needed to run the heat pumps comes naturally from the ground. The temperature is 57 degrees Fahrenheit below 32 feet. There are more than 4.7 miles of 1and 2 inch piping installed below the surface.

A panel from the 4 th Circuit U.S. Court of Appeals issued a 2-1 opinion in the case Brown v. Gilmore , rejecting a constitutional challenge to the Commonwealth’s "minute of silence" law. The Virginia law was passed in the General Assembly last year and was in place for the 2000-2001 school year. The legislation mandated that public schools must begin the school day with a minute that allowed students to meditate, pray or engage in any other silent activity. The ACLU challenged the law by filing a lawsuit on behalf of a handful of students. The lawsuit argued that the minute of silence was an attempt to encourage students to pray and therefore violated the First Amendment. The appeals panel disagreed. "By providing this moment of silence, the state makes no endorsement of religion," Judge Paul V. Niemeyer ruled in the majority opinion. "Recognizing that the Religion Clauses of the Constitution are intended to protect religious liberty, Virginia’s minute of silence is no more than a modest step in that direction."

The average in-state student at a Virginia school is subsidized by the taxpayers an average of over $6,000 per year. While recognizing that immigration is a federal issue, the Attorney General has advised school administrators that they should not, as a matter of policy, admit illegal aliens in the first place. If schools choose to admit illegal immigrants, however, the Attorney General has advised them that the students are ineligible for in-state tuition. While Virginia law states that illegal aliens are unable to establish legal residency, Kilgore felt a clarification was necessary. Del. Thelma Drake (Norfolk) sponsored HB 2339, which passed the House 88-to-10 and the Senate 27-to-13.

Extractions: Public Colleges and Universities The purpose of general education requirements is to provide a fund of common knowledge and essential skills for the educated citizen. All students, regardless of their majors, should be required to study such basic subjects as English, a foreign language, history, philosophy, mathematics, and science. These subjects form a basis for what educated Americans should know. They are the essential ingredients for an informed and thoughtful life. Studies, however, point to a staggering deficit in what undergraduates really know, and what colleges expect them to know. In 1989, the National Endowment for the Humanities and the Gallup Organization conducted a survey on what college seniors knew. One-fourth of undergraduates surveyed could not locate Columbus' discovery in the correct half-century, and more than 44 percent did not know when the Civil War took place. Roughly 25 percent thought that Karl Marx's statement"from each according to his ability, to each according to his need . . . "was from the U.S. Constitution. The majority could not identify the major works of Plato, Dante, Milton, Jane Austen, and Dostoevsky. This paucity of undergraduate knowledge led to the 1989 report, 50 Hours: A Core Curriculum for College Students, wherein the NEH makes recommendations for a model general education program. The report noted that college educators throughout the 1980s spoke of increasing fragmentation of undergraduate curricula, and a need for more structure and coherence.
