You look at the sky and realize there are no clouds. The U.S. Navy is bombing! This is what a delegation of ten Vermonters experienced on our recent trip to the island of Vieques, Puerto Rico. The only difference is that we were not on vacation. We went to Vieques on August 16 in order to obtain firsthand, in-depth knowledge of the long and still continuing conflict between the U.S. Navy and the people of Vieques. Our group included educators, students, artists, a farmer, a state worker, an occupational therapist, and a psychologist. As Vermonters, the members of the delegation represent a state with a long history of participatory democracy and a commitment to social justice. Vermont was the first state to abolish slavery, to insist that a bill of rights be included in the U.S. Constitution, to criticize Senator Joseph McCarthy during the 1950s, and to pass a civil union bill. Despite the length and intensity of this conflict between the people of Vieques and the U.S. Navy, marked by ongoing protests, little information has been available in the U.S. news media. Yet protests in response to Navy activities have brought as many as 80,000 Puerto Rican people into the streets of San Juan to support the people of Vieques

Libby Sternberg, executive director: LSternberg@aol.com LAWSUIT FILED TO OPEN CHOICE TO RELIGIOUS SCHOOLS On Thursday, March 20, Richard Komer, lawyer with the public interest law firm the Institute for Justice, came to Vermont to announce the filing of a suit in federal court designed to open the door to tuitioning to religious schools in Vermont. The suit is aimed at overturning the 1999 "Chittenden" decision by the Vermont Supreme Court which said that Vermont's constitution is more restrictive than the federal constitution on issues of church and state, and thus tuitioning to religious schools is unconstitutional in Vermont. Komer, however, says that the federal constitution "trumps" local constitutions, and in light of the U.S. Supreme Court's 2002 ruling on the constitutionality of vouchers to religious schools, the Chittenden decision is ripe for revisiting.

The group approved a resolution calling upon the Legislature to pass a school choice plan, according to a Burlington Free Press article. "The reason we are going for school choice is we have been knocking our heads against a stone wall: the refusal of the education administration to own up to the fact that racism exists," said Paij Wadley-Bailey, volunteer director of the 9-year-old anti-racism group. "We can't keep doing business as usual. We can't sit by and do nothing," she said. "If one child is harassed in the schools, that is too many."

The student and his parents have already testified before the committee.
