However, more questions about teaching in Vermont classrooms may have been raised than have been answered. As Vermont implements new policies for teacher preparation program approval, relicensure, and student standards and assessments, several questions need to be discussed by both policymakers and those in the education community. Data Gathering and Policy Evaluation Data systems across the country reflect a licensure orientation from an earlier era. Vermont, New Hampshire and Rhode Island are collaborating on an expanded school standardized testing program to comply with federal education legislation. ADVERTISEMENT The states have formed the New England Compact Assessment Program to save money and use a "common assessment system" to measure student achievement, said H.W. "Bud" Meyers, Vermont's deputy commissioner for standards and assessment. The goal is to determine whether schools are making "adequate yearly progress" under the federal No Child Left Behind law. It requires that such progress be based on student performance on tests in reading or language arts and math. The states will give "pilot" tests to students in the fall. The actual program will begin in October 2005 and it will consist of reading and math tests in grades three through eight and writing tests in grades five and eight. The tri-state program will be more cost-effective than if the states continued to operate independently, officials said.
