Evaluation Of Act 60 it easier for voters to approve higher spending levels for schools. A. Introduction. Act 60 dramatically changed the way vermont finances k12 public education. http://www.act60.org/necrpt8.htm
Extractions: Summary of Section V Between FY98 and FY01, education pending by state and local governments in Vermont rose by 17.3 percent and now stands at $845 million. Spending rose despite a decline of almost 2 percent in the number of students in the state. As a result, per student spending rose by 19.7%. These large increases in spending on both a total and per student basis, were the result of three factors. First, Act 60 lowered education property tax rates in many Vermont towns in its first year or two. The lower property tax price of education made spending on schools cheaper for taxpayers. As a result, voters could more easily vote higher school budgets. Second, Act 60s complexity made it difficult for people to understand how their school spending decisions would translate into their individual tax bills, especially due to the income sensitivity provisions of the Act. Publicity and assurance from the Acts promoters that higher school spending would not translate into higher tax bills for a majority of voters made it easier for voters to approve higher school budgets. Third, since Act 60 was passed, Vermont has enjoyed an unprecedented period of economic growth which has translated into significant and sustained income gains for voters and record levels in consumer confidence. This also made it easier for voters to approve higher spending levels for schools.

Extractions: Summary of Section V Between FY98 and FY02, education spending by state and local governments in Vermont rose by 26.3 percent and now stands at $910.5 million. Spending rose despite a decline of almost 2 percent in the number of students in the state. As a result, per student spending rose by 28.8 percent. These large increases in spending, on both a total and per student basis, were the result of four factors. First, Act 60 lowered education property tax rates in many Vermont towns in its first year or two. The lower property tax price of education made spending on schools cheaper for taxpayers. Second, Act 60's complexity made it difficult for people to understand how their school spending decisions would translate into their individual tax bills, especially due to the income sensitivity provisions of the Act. Publicity and assurance from the Acts promoters that higher school spending would not translate into higher tax bills for a majority of voters made it easier for voters to approve higher school budgets. Third, from 1999 through early 2001, Vermont has enjoyed an unprecedented period of economic growth which has translated into significant and sustained income gains for voters and record levels in consumer confidence. This made it easier for voters to approve higher spending levels for schools.

SURVEY OF INDEPENDENT SCHOOLS to the vermont Department of Education, total vermont students during enrollment in approved and recognized independent schools, grades k12) 2000-01 http://www.schoolreport.com/private_school_survey.htm
Extractions: EXECUTIVE SUMMARY Independent schools have been a part of Vermont since the 1700s, predating the appearance of public schools in the state. In fact, New England itself is the home of the countrys first independent academy, Boston Latin School, founded in 1635. Respect for the independent academy, commitment to education, and Vermonts unique tuition town voucher system have led to a diverse educational landscape for over 100 years. Yet despite the contributions independent schools make to the state and the fact that thousands of students are educated in them every year, myths about them persist. Some people think of them as elitist institutions only available to the advantaged. Others view them as outside the community, institutions set apart, which dont contribute in the same way as public schools do to community life or democracy in general.

Libby Sternberg, executive director: MAILTO:LSternberg@aol.com STATE NEWS... H 716: TO APPROPRIATIONS, THEN HOUSE FLOOR The school choice bill, H. 716, has been voted out of the House Ways and Means Committee without the tax credit provision. Now merely a public school open enrollment program, it makes its way to House Appropriations and then to the floor for a vote, which some House insiders expect could happen by the end of the week. While the stripping of the tax credit provision is disappointing, the bill still represents a significant step forward for parental freedoms. To quote the Burlington Free Press' Sunday editorial:

Extractions: Education Statute Title 16, Part 2, Chapter 23, Subchapter 1, Section 906 requires "Physical education and comprehensive health education including the effects of tobacco, alcoholic drinks, and drugs on the human system and on society;" however grades, levels, or amount of instruction time are not specified. Education Statute Title 16, Part 1, Chapter 1, Subchapter 7, Section 131 (1987) defines a comprehensive health education program as "a systematic and extensive elementary and secondary educational program designed to provide a variety of learning experiences based upon knowledge of the human organism as it functions within its environment;" but again this statute does not specify grades, levels, or amounts of instruction. Health education is not a coursework requirement for high school graduation.
