The survey was developed to collect data regarding Vermont's paraeducator workforce, and to identify paraeducators' roles, training and support needs. Last fall, a 100 item survey was sent to all known paraeducators. 758 of them responded, a return rate of approximately 43%. In addition to the survey, 20 respondent volunteers kept time/task logs for two weeks to provide additional data on the duties paraeducators perform. The results were analyzed in the following topic areas: Demographic Data Almost all of the respondents were female (96%).

Portfolios in classrooms today are derived from the visual and performing arts tradition in which they serve to showcase artists' accomplishments and personally favored works. A portfolio may be a folder containing a student's best pieces and the student's evaluation of the strengths and weaknesses of the pieces. It may also contain one or more works-in-progress that illustrate the creation of a product, such as an essay, evolving through various stages of conception, drafting, and revision. More teachers have recently begun using portfolios in all curricular areas. Portfolios are useful as a support to the new instructional approaches that emphasize the student's role in constructing understanding and the teacher's role in promoting understanding. For example, in writing instruction, portfolios can function to illustrate the range of assignments, goals, and audiences for which a student produced written material. In addition, portfolios can be a record of the activities undertaken over time in the development of written products. They can also be used to support cooperative teaming by offering an opportunity for students to share and comment on each other's work. For example, a videotape of students speaking French in the classroom can be used to evoke a critical evaluation of each other's conversational skills at various points during the school year.

Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty. The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE. Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

Extractions: The Rural School and Community Trust The Rural School and Community Trust (Rural Trust) is a national nonprofit organization dedicated to improving student learning and enhancing community life in rural areas of the United States. Its seeks to do this by strengthening relationships between rural schools and communities and engaging students in community-based work. The Rural Trust was founded in 1995 as the Annenberg Rural Challenge. Today it works with more than 700 rural schools in 35 states. The Rural Trust's program includes a capacity-building program and a policy-program. The capacity-building program encourages rural schools to design and implement place-based learning initiatives. Place-based pedagogy is rooted in a belief that when school curriculum incorporates the history, culture, ecology and economy of local communities, both communities and schools are strengthened in significant and sustainable ways. In Vermont, the Vermont Rural Partnership (VRP) is one of the Rural Trust sponsored initiatives. The partnership, founded in 1996, has grown to include 16 small schools and communities. The goals of the partnership mirror those of the Rural Trust. The partnership works together to strengthen schools and communities by building relationships, using the community as a resource and serving community needs. As the program expands over the next two years, 1,200 teachers will be trained, directly benefiting 60,000 students.
