This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). HIGHLIGHTS Certification may be achieved in six ways: through the completion of an approved program; through individual assessment of a candidate's educational background; through Interstate Agreements, including the Northeast Regional Credential; through completion of a new alternative certification program, and new regulations for out-of-state teachers.

Extractions: Question No 3: If the relationship is one of parental petitioner and school district grantor, how much discretion does the district have, and what may it require of petitioners? May the school, for example, require home visits, testing, school logs, or evidence concerning the qualifications of the home school teachers? Answer: The school district may require the parents to submit evidence that the minor is being taught at home in the subjects prescribed by the State Board of Education and for the same length of time as prescribed for public and regularly established private schools. The type of evidence may be left to the reasonable discretion of the school district. Discussion: The school district at least may reasonably require the parents to submit evidence on an annual basis that: (1) the minor is to be taught at home; (2) in the subjects prescribed by the State Board of Education in accordance with the law (3) for the same length of time as minors are required by law to be taught in the district schools over the course of a year. The names of the directors were obtained from a document prepared by the New Hampshire Department of Education in 1994 as a result of another survey. Forty-six of the 50 surveys were returned either by mail or phone response. State driver education program directors were asked to list the names of contact persons at each college and university within their state offering courses leading to credentials for teaching driver education. A second survey was then mailed to each of those institutions. A total of 50 surveys were compiled representing 33 different states.
