Taxes and Fees Updated June 10, 2002 The Treasury Offset Program (TOP) is a government-wide debt collection program administered by Financial Management Services (FMS), a bureau of the U.S. Department of the Treasury. This program allows for state agencies to intercept federal income tax refunds and apply them to delinquent state tax. The Tax Commission sends 'Notice of Intent to Offset' by certified mail to the last known address of the taxpayer explaining their debt will be forwarded to TOP if not satisfied within 60 days. Once TOP receives the debt, the federal income tax refund may be taken to pay down the state debt. This process is referred to as offset . Any remaining amount is sent to the debtor. Financial Management Services mails notification to the taxpayer explaining why the federal refund was reduced. The letter includes pertinent state agency contact information and explains it could take several weeks before the federal refund reaches the state agency. Currently, it is taking four (4) weeks to update to USTC records

Utah Solid Waste Facilities Inventory The Solid Waste Section administers permitting and compliance programs for non-hazardous solid waste treatment, storage and disposal facilities throughout the State. Other areas of activity are technical assistance, public assistance, and the waste tire program. Along with the local health departments throughout the State, the Solid Waste Section provides response to questions of improper disposal of solid waste and assists citizens in proper methods of disposal. Individuals and businesses may not dispose of or incinerate solid waste except at facilities complying with Utah's solid and hazardous waste rules. Non-hazardous solid waste generally consists of municipal trash and garbage; construction and demolition waste; waste from commercial establishments; and industrial waste. Solid Waste disposal sites must obtain permits and are subject to inspection by the Division, local health departments and other government agencies. Landfills and some other solid waste facilities are subject to location restrictions, design and operating criteria, ground water monitoring and corrective action requirements, closure and post-closure care requirements and financial assurance requirements. Commercial facilities also may need to obtain gubernatorial and legislative approval and pay solid waste fees set by the Legislature. Permit requirements are explained in the Solid Waste Permitting and Management Rules, available from the Division at a cost of $10.00, or off the Internet.

(1) Under authority granted in Subsection 19-4-104(1)(a)(v), the Drinking Water Board adopts this rule implementing the capacity development program and governing the allotment of federal funds to public water systems to assist them to comply with the Federal 1996 Reauthorized Safe Drinking Water Act (SDWA). (1) The SDWA makes certain federal funds available to states, section 1452(k)(2)(C) to provide assistance to any public water system as part of a capacity development strategy developed and implemented in accordance with section 1420(c) to ensure all new public water systems will be able to comply with the SDWA, to enhance existing public water systems' capability to comply with the SDWA, and determine which public water systems applying for financial assistance are eligible to use the State Revolving Funds. (2) The purpose of the Capacity Development Program is to enhance and ensure the technical, financial, and managerial capacity of water systems. The long range goals are to promote compliance with drinking water regulations for the long term and the public health protection objectives of the Safe Drinking Water Act.

This program is nationally recognized and an excellent opportunity for individuals to develop and improve their supervisory and managerial skills. The CPM program consists of three separate courses. Each course is taught one day per week, Monday through Friday, for twelve weeks. Classes typically start at 8:00 a.m. and end at 3:45 p.m. The instructors are professional educators who have extensive experience in supervising and managing people and programs as well as teaching these same concepts. The cost of the program is $6.50 per hour, or $650 per class, or $7.50 per hour and $750 per class if taught outside the metropolitan Salt Lake area. This covers the costs of all class materials and framed certificates upon completion of each class. The cost for the class is charged to the student=s agency so supervisory approval is required before enrolling in the program.
