The Corp of Engineers was commissioned to restore the project for the Virgin Islands Housing Authority. Benton Construction Co., Inc. was the successful low bidder. The project included the full restoration of the existing structures along with the addition of a second story to all 34 housing units while maintaining partial tenant occupancy. In addition, the project included the total replacement of all utility services such as water mains, distribution and metering system, restoration of the water storage system, replacement of all fire protection piping and hydrants, and replacement of sewer lines. The Project was such a success that Benton Construction Co., Inc earned the prestigious U.S. Army Corps of Engineers Outstanding Performance Award.

But, what does distinguish a (heraldic) bald eagle? Only the white head, and nothing more. Yet this USVI eagle is all golden, just like, say, the Russian or Egyptian eagles... And that's weird, as even American Samoa shows a proper colored bald eagle (not to mention Illinois, Utah, Iowa or New York...). The flag of the United States Virgin Islands was adopted by Executive Order on May 17,1921. Upon a white field between, the letters V I, an American Eagle in yellow is displayed with the shield of the United States on its breast. A sprig of laurel is in its dexter talon, while a bundle of three blue arrows are in its sinister talon. The letters V I and the three arrows are in azure blue and the blue of the shield is the blue of the arms and flag of the United States.

Publications Giant kelp has no roots, yet can grow to 200 feet, and is the world's largest and fastest growing plant in the sea. The waters surrounding the U.S. Virgin Islands are home to some of our nation's richest and most beautiful coral reefs. The Virgin Islands National Park on the island of St. John, along with smaller marine protected areas, help protect these underwater gardens of coral, sponges and sea fans. But fishing, coastal development and other threats remain, and greater protection is needed. U.S. Virgin Islands The U.S. Virgin Islands sparkle with natural beauty, and are truly among the living jewels of the Caribbean. But their significance goes far beyond beauty. The beaches and reefs, along with stands of mangroves and seagrass beds, form an intricate, thriving, web of marine life. Virgin Islands National Park, new and expanded national monuments declared by former President Clinton, and other marine protected areas provide some protection to these valuable and spectacular places. But fishing, coastal development, and other human activities are nonetheless damaging coral reefs and associated ecosystems. Key Habitats Mangrove forests grow in shallow water along the shores. Their branches provide nesting space for birds, while their prop roots shelter young fish, invertebrates and a host of other species. Many reef fish species produce larvae that settle in the mangrove habitats, where they find plenty of microscopic food to eat and protection from predators. As they grow, the young fish migrate out to populate the reefs.
