All establishments provide data on total sales, receipts, or revenue, kind of business, legal form of organization, employment, annual and first quarter payroll, and sources of sales, receipts or revenue. Hotels, and other lodging places report additional data on sources of receipts and number of accommodations. Every 5 years, currently for years ending in "2" and "7." Censuses of manufactures, retail trade, wholesale trade, and some service industries began in 1958. The census of construction began in 1972. Reported data are for activity taking place throughout the census year. The census is conducted using the mailout/mail-back methodology. Beginning with 1997, censuses are conducted using the mailout/mailback methodology. A

As part of Census 2000, the Census Bureau worked with the U.S. Virgin Islands government to collect detailed population and housing data. The count was provided to Virgin Islands Gov. Charles Wesley Turnbull. The U.S. Virgin Islands population increased by 6,803 over the previous census in 1990. This represented a seven percent increase in 10 years. The Census Bureau will provide more detailed data for the U.S. Virgin Islands in a demographic profile scheduled for release later this year and in a separate summary file and printed report, scheduled for release in February 2002 and November 2002, respectively. The following table shows the final census counts for small geographic areas in the U.S. Virgin Islands:

Turnbull, signed a Memorandum of Understanding (MOU) for the fiscal recovery of the U.S.Virgin Islands. This agreement pledges the Department of the Interior's (DOI) support for local initiatives to achieve fiscal recovery and stability. The USVI is facing a long term deficit in excess of $1 billion and a projected deficit of $98 million this year alone. Secretary Babbitt, recognizing the fiscal state of affairs that the Turnbull Administration inherited, emphasized the need for serious economic reforms, and stressed that local solutions would help secure additional federal incentives. "In consultation with Virgin Islands Delegate Donna Christian-Christensen, Governor Turnbull and I worked closely on an arrangement that supports and reflects local fiscal reforms, while also reinforcing our shared objectives to protect and enhance the Virgin Islands coral reefs and natural resources," said Babbitt.
