Asked whether same-sex relations between consenting adults should be legal, 48% said yes; 46% said no. Before this month, support hadn't been that low since 1996. In recent weeks, the Supreme Court struck down a Texas anti-sodomy law, a Canadian court decision allowed gay couples to marry in Ontario, and Wal-Mart expanded anti-discrimination protection to gay workers. Bauer says that sentiment will make it harder for elected officials to avoid taking positions on such questions as a proposed constitutional amendment that would bar marriage of gay couples.

In practice, most of these perpetrators enjoy impunity for their acts.The widespread use of torture in Tibet is corroborated by numerous reports based on interviews with Tibetan refugees who suffered torture. China's submission exhaustively sets forth purported legislative improvements enacted by its 1997 revisions to the Chinese Criminal Code and Criminal Procedure Law of 1979.These amendments, however, remain inadequate to deter, punish and redress acts of torture. More critically, China's focus on nominal legislative change betrays its tacit recognition that the practical reality in Tibet remains largely unchanged: torture continues to be an instrument of state control in Tibet, and Tibet's lack of a genuinely independent judiciary facilitates the ongoing commission of, and impunity for, acts in violation of the Torture Convention.Although China's new criminal laws represent potentially important steps towards fulfilling its obligations under the Torture Convention, 'these amendments do not yet appear to have had any impact on the legal or judicial procedures relating to political ëcrime' and imprisonment in Tibet.'

And how can and should - - we deal with our fears about travel? Fear is nothing to be ashamed of. Fear is instinctive, whether it be fear of flying, fear of the unknown, or fear of rats and vermin the worst fear for Winston in 1984, and for some of the contestants on the current travel reality TV series The Amazing Race. Fear serves a purpose in the human animal: it warns us of danger. And our most irrational fears ("phobias") are, almost by definition, those least subject to conscious control. Be honest with yourself about your fears. If you know you'll be too frightened to have a good time, or a productive trip, it doesn't really matter whether your fears are well founded. You may want to try to change your fears, or learn to deal with them differently. But that may not be quick or easy, or possible at all. If you can't overcome your fear, you should change your plans, and do something less scary that you can enjoy . Because fear is perceived as a sign of danger, our instinct is to assume that whatever is scary is dangerous, and that the degree of danger we're in is proportional to the fear we feel.
