Public Education Reform Texas Citizens for Science was formed in 2003 to promote the use of accurate science in Texas public education, government, and institutions. TCS is the successor to the Texas Council for Science Education that was active during 1981-1994 in support of the same goals. During its first year, TCS devoted its attention to reviewing biology textbooks that were adopted by the Texas Education Agency in 2003 for Texas high schools, and defending their scientific accuracy in public hearings before the Texas State Board of Education. TCS will now begin to work in four new areas identified by the new navigation menu choices listed above each page. First, health education books will be adopted by the Texas Education Agency in 2004. These books should discuss sex education, sexually-transmitted diseases, contraception, use of prophylactics, birth control, abortion, homosexuality, and the nature of modern marriage and families in a realistic, guilt-free, fear-free, and scientifically-accurate manner. TCS will attempt to ensure that this actually occurs (for the first time in Texas history). Second, an organization named the Texas Earth Science Task Force has been working since 2002 to make it possible for high school students to choose Earth Science or AP Environmental Science as one of their required high school science courses, and ultimately add a fourth year of science to the required high school science curriculum and graduation requirements. TCS has always supported the TESTF in their efforts and will now begin to list Earth Science resources on a special TCS page. TCS President Steven Schafersman is now a member of the TESTF.

These working groups developed the scope and identified the process for examining the state's reporting requirements. DIR also developed a Web-based survey and distributed it to state agencies. DIR and the Comptroller's office analyzed the results of the survey and submit the following recommendations for improvement: Agencies should refine their reporting processes and should pursue electronic reporting capability, including the ability to receive reporting over the Internet from local governments. Extractions: Water Education Day Students and educators around the nation join together in the annual National Water Education Day to raise awareness about the importance of protecting water resources. Caddo Lake Institute, Inc. (CLI), is a non-profit academic program which encourages interdisciplinary environmental study based on the preservation of the ecological and cultural integrity of the Caddo Lake ecosystem. The Institute's Caddo Lake Scholars Program and Junior Scholars Program promote the idea that wise use of an ecosystem includes preserving it as a living laboratory for teaching and learning ecology. CLI is a private operating foundation founded by Don Henley, musician and environmentalist. The role of the Institute is to act as an "ecosystem-specific" sponsoring entity, underwriting local wetland science and conservation education, as well as cultural and ecological research and monitoring. CLI, in partnership with federal and state conservation agencies, created the 1993 initiative which resulted in the designation of approximately 8,000 acres (3,300 hectares) of Texas-owned land under the Ramsar Convention of Wetlands of International Importance and which was enlarged in 1996 to a total of 21,000 acres (8,500 hectares).
