Foreign Language Teacher Certification. ERIC Digest. administered by ETS, is used in Alabama, Arkansas, California, Mississippi, SouthCarolina, tennessee, and Virginia CRITICAL ISSUES IN FL teacher certification. http://www.ericdigests.org/pre-924/language.htm
Extractions: Source: ERIC Clearinghouse on Languages and Linguistics Washington DC. Foreign Language Teacher Certification. ERIC Digest. Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

Extractions: Source: ERIC Clearinghouse on Languages and Linguistics Washington DC. ESL Teacher Certification. ERIC Digest. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Extractions: House Education Committee Begins Reauthorization of Higher Education Act Last week the House Education and Workforce Committee began work on the Higher Education Act (HEA) by passing two of four expected pieces of legislation that will eventually overhaul the federal higher education law. Of particular interest to science and math educators is the Teacher Recruitment and Retention Act (H.R. 438), introduced by Rep. Joe Wilson (R-SC), which would allow loan forgiveness of up to $17,500 for science, math, and special education teachers who agree to teach in high poverty Title I schools for five consecutive years. The Bush Administration has recommended a similar loan forgiveness program for hard-to-staff areas in the past several years. The second bill approved by the House Education panel is the Ready to Teach Act (H.R. 2211), introduced by Rep. Phil Gingrey (R-GA). This bill addresses HEA Title II programs (teacher education) and reflects the Committees attempts to align the preparation of future teachers with the highly qualified teacher definition in No Child Left Behind (NCLB). H.R. 2211 mandates that teacher colleges and states report the passing rates on certification and licensure tests of prospective teacher candidates. The bill also establishes three competitive grants that could be used to strengthen teacher preparation programs:
CR:OPPOSING NATIONAL TEACHER CERTIFICATION OR NATIONAL TEACHER TESTING not support national teacher certification or national Palmetto State teachers Association,Professional North Carolina, Professional Educators of tennessee. http://www.house.gov/paul/congrec/congrec99/cr050599-teach.htm
Extractions: OF TEXAS [Page: E858] Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing. Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

Empirical evidence of the importance of teacher quality is mounting, and has sparked a dialogue about the quality of the nation's teaching force. In Tennessee, research by William Sanders has quantified the cumulative effects of even one or two bad teachers on a student. He found substantial differences in student achievement based on the sequence in which a student had particular teachers. Similar studies elsewhere have shown the same results.
