Dr. Sonya Jones, PhD and Dr Betsy Haughton, EdD, RD from the Department of Nutrition at the University of Tennessee, Knoxville and Dr. Barbara Laraia, PhD, RD and Lisa Jahns, RD from the Department of Nutrition at the University of North Carolina, Chapel Hill, authored the article. The group used the Panel Study of Income Dynamics Child Development Supplement (PSID CDS), a nationally representative government survey of children, to determine the risk of a low-income child (from a household with income at or below 185 percent of poverty) aged five to 12 years being at or above the 85th percentile of Body Mass Index (BMI) for age. By using this indicator of overweight, the researchers were able to determine the risk for obesity among children in food secure and food insecure households, based on participation in the National School Lunch Program (NSLP), School Breakfast Program (SBP) and the Food Stamp Program.

According to the CDC, it is the country's sixth leading cause of death by disease. Approximately 17 million Americans have diabetes, but one-third of those are undiagnosed. As of December 2003, forty-six states have some type of laws requiring health insurance coverage to include treatment for diabetes. The states not included are Alabama, Idaho, North Dakota and Ohio. In 2001, laws were signed in Michigan, Montana, Oregon and Wyoming. In 2002, Georgia and Wisconsin each passed an expansion of current coverage requirements.
