(2) The locally devised and implemented program of family life education shall emphasize abstinence from sexual relations outside of marriage, the right and responsibility of a person to refuse to engage in such relations, basic moral values, as well as the obligations and consequences which arise from intimacy. The program shall also include a component which specifically addresses the nature and prevention of AIDS and other sexually transmitted diseases.

Children in residence and their families (residential program, adoptive homes, foster family homes, alternative homes, Houses of Healing and Hope, Living Waters, and Family Preservation programs) may receive individual, family, and/or group counseling by either their program director, assigned social worker under the supervision of the program director, and/or a professional counselor whose services are contracted. Counseling topics vary and focus on the individual needs of children and families such as family dynamics, placement, adjustment issues, grief counseling, anger management, self-esteem, time management, etc. Potential adoptive and/or foster families may receive counseling from the Family Program Director. This service is now mandated by some states for adoptees seeking birth family and/or reunification prior to the release of identifying information.

Formally established in 1979, the Center's objective is to promote old time music and pay tribute to the Original Carter Family (A.P., Sara, and Maybelle Carter). The Saturday concerts highlight the musical style made popular by the Carter Family, who are considered by many as country music's first family. In keeping with the traditional music style, no electrical instruments are allowed (everything is acoustic). There's lots of dancing and fun for the entire family. Shows are family-oriented; no alcohol is permitted at concerts. O nce each year, a two-day (Friday and Saturday) festival takes place the first weekend of August.
