Extractions: Kimberly's take on testing and education reform Main Devoted Reader Richard sent along a link to a Washington Post letter by one Susan O'Brien Saccomando, the chair of the science department at Mountain View Alternative High School. It concerns the Virginia Standards of Learning, or SOLs: In the past few years I have heard complaints from just about everyone about the Virginia Standards of Learning (SOLs) and the accompanying assessment tests...But the complainers are wrong. The (SOLs) are working. Before the SOLs, to pass a course, a student came to class regularly, participated, turned in class work and homework and took some tests...Effort played a big role in a student's grade. For these reasons, a grade did not always reflect what the student had mastered in terms of amount and depth of subject matter. Some students simply went through the motions and passed courses just for showing up. Also in the past, teachers made up their own tests, which measured only what they chose to teach about a particular subject... As a result of the SOLs, seniors now will graduate knowing that they have reached a standard of performance. They will know that they not only measure up in terms of mastering material but that they also measure up to state standards...

This semester the student project centered on parental views of the Standards of Learning (SOL). An optical scan survey instrument was designed containing 19 questions. The results of the most pertinent questions in the survey are discussed here. A population sample of 373 parents completed the survey. The responses from Northern Virginia parents provided both quantitative and qualitative data, which were statistically analyzed by the class. The following is an abstract report of the findings. Graph: Question 1 The graph also illustrates that females and males negatively responded to this question with female responses being significantly more negative than males. Data from other demographic factors not illustrated on the graph showed that Caucasians and non-Caucasians also negatively responded to this question, but Caucasian responses were significantly more negative. Those parents with a college education were significantly more negative than non-degreed parents when responding to question 1. Question 2: The SOL tests measure the most important information that every student should know.

Adjusted pass rates for the division as a whole increased from 1998-99 to 1999-2000 on 16 of the 27 tests. The largest one-year increase was in grade 5 history, which improved 10.4 percentage points. Increases of between eight and nine percentage points were seen on all three end-of-course math tests, and smaller increases were seen on grade five Math of 6.3 percent and grade eight Technology of 7.6 percent. Of those tests that declined, the largest decline was in World History. However, the number of test-takers in World History dramatically increased over last year. Of the tests with large numbers of test takers, the largest declines were in Chemistry with 4.2 percentage points and grade five Science with 4.1 percentage points. Of the 26 tests that have been given for all three years of the SOL program, Arlington's overall pass rate improved on all of them. Increases of over 20 percentage points were recorded in Algebra I with 27.9 percent, Algebra II with 25.3 percent and grade five History with 22.4 percent. Four more tests showed increases of over 10 percentage points.
Extractions: August 9, 2001 Contact: Linda Erdos Arlington's Spring 2001 Standards of Learning Scores Show Improvement in Achievement Arlington Public Schools achieved an increase in the proportion of students passing the 2000-2001 Virginia Standards of Learning tests (SOLs) that will result in at least 15 schools being fully accredited according to the 2007 standards. "These results, in the main, are very positive," said Dr. Robert Smith, Arlington Superintendent. "They reflect the sustained and hard effort of students, teachers, principals and central instructional staff who, on one hand, have ensured that instruction accounted for the Standards of Learning. On the other hand, they have also ensured that what we teach has not been reduced to that which is tested. They have continued to focus on the richness and the rigor represented in the Arlington curriculum." Mary Hynes, Chair of the Arlington School Board, commented on this year's improved results, noting, "These SOL gains reflect our community's continuing financial commitment to excellence for all of Arlington's children. Last year, the School Board was able to direct resources toward stretching gifted students, encouraging and supporting under-performing students and attracting and retaining high quality staff to work in all our schools. At the same time, we were able to invest in the arts and in technology as important areas of study which enhance and extend our students' learning far beyond the SOLs. We're proud of all the work done last year by our talented staff and incredible students."

Extractions: Recommended Reading I sometimes go off. I wrote it in the winter of 2001: I homeschool. Well, sort of. I have a pre-schooler and a kindergartener. The kindergartener knows how to read. I wish I could take credit for it as a sign of my educational brilliance, but frankly, I cannot. You see, I got some videotapes on the alphabet, played Boggle Jr. with him a little bit and he started sounding out letters by himself. From there it was a quick step to curling up with Thomas the Tank Engine books. Lately, he's been reading them to his sister. I had intended to do the flash card thing for math with my son. That fell by the wayside as well. Our next door neighbor has a dog that has lost a leg. One of my husbands, who was concerned about the apparent lack of math drills, decided to use the dog's lack of a full set of legs as a way to play with addition and subtraction. Wouldn't you know it, Baby Thor (my son) and The Bird (my daughter) were able to handle this with ease. Around the dinner table last night, one of my husbands, my wife and my children were talking about our day as usual. To give some background: The Bird is three and while she can sing the ABC song (usually) she is just starting into the phonetic significance of the letters. She started calling out words and asking Baby Thor what letter each word started with.

Extractions: June 1999 Mr. Castle, Members of the Committee Thank you for inviting me to speak on "Academic Accountability." It is a topic near and dear to my heart, and I appreciate the work you are doing to improve academic accountability in our schools. I come to you today in support of high academic standards, high expectations, and accountability in public schools. Our students deserve no less. American businesses deserve no less. Our children are our most valuable resource for the future. We want to make certain that our students are competitive in the state, the nation, the world. We keep hearing from the business world that students are not prepared in the basics and that businesses are spending large amounts of money teaching recent high school graduates to read and write. We keep hearing from businesses that we need to teach the core academics, and they will train employees in specifics of the job. We must make certain that our students are well educated and have a competitive edge. I support the Virginia K-12 Education Reform to raise student achievement.

Dropout information is reported for any school with a grade 7 or higher. General Educational Development (GED) Certificates This number indicates high school students who earned a GED. Adults earning a GED certificate through adult education programs are not included in these numbers. Limited English Proficient Students who are identified as limited-English-proficient (English as a Second Language) are expected to take and pass the SOL tests; however, these students may be granted an exemption from taking the tests for one grade level only at grades 3, 5, or 8. For School years 1997-98 and 1998-99, LEP students scores will not be included in the calculation and reporting of school-wide scores. Paired Schools School accreditation is based on student performance on the SOL tests. SOL tests are administered to students in grades 3, 5, 8, and high school. Schools that do not house these grades or offer courses for which SOL tests exist are paired with another school in the division housing one or more of the grades or courses in which SOL tests are administered. The pairings are at the recommendation of the division superintendent. Standards of Learning (SOL) In June 1995, the Virginia Board of Education adopted new, more rigorous student academic standards in the four core content areas of English, mathematics, science, and history and social science. What a student is expected to know and be able to do at each grade level and in certain high school courses is outlined in the Standards of Learning (SOLs). The SOLs form the basis for the SOL tests administered to students in grades 3, 5, 8, and in 11 high school courses.
