In the 2003-04 fiscal year, the Mega-Item provides districts with the flexibility to transfer funding of no more than 10% out of any program on an existing list of categorical programs and no more than 15% into any program on that same list. The Gifted and Talented Program (GATE) is included on the list of programs eligible for transfer. During recent budget subcommittee deliberations, the Senate adopted the GovernorÕs proposal to maintain the current "10% out and 15% in" transfer levels for the 2004-05 school year in an effort to protect categorical funding. The Assembly adopted higher transfer levels (20% out and 25% in) that was allowable in previous fiscal years. CAG members must contact Budget Conferees by faxing letters and making telephone calls expressing the AssociationÕs support for the adoption of the Senate version of Control Section 12.40 language related to Mega-Item flexibility. It is important that CAG Board Members register their support for the lower transfer levels (Senate version) because this would limit the amount funding that can be transferred from local GATE programs into district General Funds during the 2004-05 school year. We would argue that: The GATE program has already received an 18% ongoing reduction in state funding beginning in the 2003-04 budget year. It is important to emphasize your local experiences as a result of this loss in funding resulting from the additional flexibility.
