Freedom and democracy are more than just slogans in the Republic of China (ROC). They are the tangible results of constitutional government and the rule of law. This chapter outlines the ROC Constitution and governmental structure. First, the essential concepts of the Constitution are explained, followed by a description of various units of the central government. This chapter concludes with a description of the municipal and local governments. Readers may locate information on a specific government agency conveniently by first referring to the index at the back of this book. "The Republic of China, founded on the Three Principles of the People, shall be a democratic republic of the people, to be governed by the people and for the people." Extractions: The Temporary Building of the Preparatory Office The Temporary Building of the Preparatory Office Taiwan's geographic location has caused it to change hands many times, resulting in an abundant and diverse historical record. Taiwanese history is generally divided into five periods: prehistoric, Dutch-Spanish colonization, conquest by Koxinga, Ch'ing empire, Japanese Occupation, and post-War (Republic). This makes the study of Taiwan's history difficult, because each period possesses its own unique characteristics and each ruling people represents a different culture, language, and ethnic group. This office will stress the following aspects of development: research techniques, research methodologies, and research topics. Emphasis will be placed on appropriate division of labor as well as cooperative projects. Many people outside Academia Sinica have eagerly awaited the Institute of Taiwan History's founding, but due to the limited size of research staff, it is presently impossible to research all facets of Taiwanese history. Therefore, the Institute plans to engage in cooperative projects with researchers from other institutes at Academa Sinica and other academic organizations in Taiwan and abroad, in order to coordinate efforts on specific research projects. The Office plans to emphasize interdisciplinary research, because historical studies encompass a range of academic fields. The Institute of Taiwan History's success will depend on the support of scholars representing a broad scope of research interests who can cooperate in research projects. The Office hopes that such interdisciplinary cooperation will result in the establishment of theoretical models for interpreting Taiwan history which will con-tribute to elevating this field's status worldwide.

Extractions: Taiwan When Communist forces took control of China in 1949, the president, General Chiang Kaishek, and his nationalist party, the Kuomintang, fled to Taiwan to plan their reconquest of the mainland. They're still planning. One and a half million Chinese also left the mainland for Taiwan when Mao took control. The leaders of both Communist mainland China and the Republic of China (Taiwan) claim to be the voice of all China, but the international community has, almost without exception, chosen the mainland. In 1971 the Kuomintang lost the Chinese United Nations seat, and in 1979 the USA withdrew its recognition of the Republic. When Chiang Kaishek died in 1979 and was replaced by his son Chingkuo, Taiwanese started muttering the word 'dynasty', and criticism of the one-party system rose. In 1986, those opposed to Chiang formed the Democratic Progressive Party, and were granted seats in the legislature. Two years later Chiang died and was replaced by the first native-born president, Lee Tenghui. Taiwanese politics is divided among those who want reunification with China (the Kuomintang line), those who want Taiwanese independence and those that want the status quo preserved. In 1995 relations between the two Chinas, always chilly, plummetted to a new low. Lee Tenghui's high-profile visit to the United States brought mainland China out in a rash of nervous jealousy. Determined to isolate Taiwan and sway the minds of its voters, China held intense military exercises near the Taiwanese coast. In response, the United States donned its global cop hat and sent a couple of warships to monitor the situation. Despite the region's sudden high concentration of itchy trigger fingers, the first direct presidential election was held without incident, and Lee Tenghui was returned to office.

Extractions: History Home About Taiwan.com.au As introduced by the Yearbook of Republic of China, composed and published by the Government Information Office in Taiwan: The Indigenous Taiwan What is known for certain is that large groups of indigenous peoples plus many people from the Chinese mainland were already living in Taiwan when the Europeans first arrived off the coast of Taiwan in 1590. Buffeted by Colonial Winds When Portuguese navigators came upon the island of Taiwan, they were struck by the tremendous beauty of its green mountains rising steeply out of the cobalt waters of the Pacific. The Portuguese navigator named the island Ylhas Formosa, or beautiful island, and under this name Taiwan was introduced to the Western world. Portuguese interest in the island was only moderate, however, since they left soon after establishing a settlement in the north. The next Europeans to occupy Taiwan were the Dutch. The Dutch East India Company established a military base on the Pescadore Islands in 1622. The next year they were forced out of the Pescadores by the Chinese and moved to Taiwan. At the end of 1624, the Dutch landed on the southwestern coast of Taiwan and started building Fort Zeelandia and the town of Anping. In 1630, a number of Dutch merchants, technicians, and missionaries, as well as sailors, soldiers, and officials, settled on Taiwan to trade, develop virgin land, plant sugar cane, produce camphor, tax the Chinese immigrants already living on the island, and convert the natives to Christianity.
