Students, no matter where they live in Virginia, must pass the same content tests for core subjects. Extractions: August 9, 2001 Contact: Linda Erdos Arlington's Spring 2001 Standards of Learning Scores Show Improvement in Achievement Arlington Public Schools achieved an increase in the proportion of students passing the 2000-2001 Virginia Standards of Learning tests (SOLs) that will result in at least 15 schools being fully accredited according to the 2007 standards. "These results, in the main, are very positive," said Dr. Robert Smith, Arlington Superintendent. "They reflect the sustained and hard effort of students, teachers, principals and central instructional staff who, on one hand, have ensured that instruction accounted for the Standards of Learning. On the other hand, they have also ensured that what we teach has not been reduced to that which is tested. They have continued to focus on the richness and the rigor represented in the Arlington curriculum." Mary Hynes, Chair of the Arlington School Board, commented on this year's improved results, noting, "These SOL gains reflect our community's continuing financial commitment to excellence for all of Arlington's children. Extractions: The purpose of this article is to explore the multifaceted and complex issue of standardized assessment and educational accountability and present results of an informal survey designed to explore the opinions of graduate students in a practitioner-based teacher preparation program regarding standards of learning and teacher training. The issues of appropriateness of SOL tests for at-risk learners and teacher feelings of efficacy following training were addressed in this survey. We feel the results yield useful information that will assist classroom teachers, teacher educators, and policy makers in their development of more effective training programs. In response to current teacher shortages, many schools are being forced to place unprepared individuals in classrooms on provisional licenses. Some alternative paths to teacher licensure may be appropriate to meet these challenges, however, not at the expense of professional standards and integrity. Many quick-fix strategies such as the practice of utilizing teachers in subjects areas in which they are not certified do not serve the best interests of students or teachers (Finding Good Teachers, 1999). Consequences of the imposition of these quick-fix strategies include high burnout rate and poor classroom discipline (Berliner, 2000). Most authorities agree there is a need to find a better solution to the teacher shortage than simply filling classrooms with people who are not properly trained to teach.

But it was not until the day my third grade son, usually an enthusiastic student, came home sad and dejected that I realized my worst fears about the test were true. My son's class was studying explorers - his favorite subject - and he wanted to write a report on Matthew Henson, his favorite explorer. Henson, an African American, was the first man to set foot on the North Pole. He was a self-taught sailor and astronome rwho rose above the racism and prejudice of his day to become one of the most important explorers of the 20th century. Imagine my thrill as my son, without any urging on my part, went to the computer to do research on Henson. I was particularly pleased because after a tough first grade and difficulty reading throughout second grade, in third grade my son was at last learning that school could be fun.

Crystal Spring, Fishburn Park, Grandin Court, Raleigh Court and Wasena elementary schools and James Madison Middle School met the benchmark in the four core areas of English, math, science and history. Crystal Spring became fully accredited this year for the first time. The other five schools also met the 70 pass rate last year. Superintendent Wayne Harris said Tuesday that five other schools missed full accreditation by falling below the 70 percent rate in only one subject. A year ago, only one school fell in this category. None of Roanoke's 29 schools met the 70 percent pass rate in all four subjects when the SOL tests were first given four years ago. "Improvement like this just doesn't happen," Harris told the School Board in his annual state of the schools report. "It is the result of detailed planning, extensive data analysis, careful attention to aligning and pacing the curriculum, and excellent leadership at all levels."

Extractions: Professor, George Mason University Each semester my educational research class, composed of graduate students, conducts studies on important educational issues as part of their course requirements. This semester the student project centered on parental views of the Standards of Learning (SOL). An optical scan survey instrument was designed containing 19 questions. The results of the most pertinent questions in the survey are discussed here. A population sample of 373 parents completed the survey. The responses from Northern Virginia parents provided both quantitative and qualitative data, which were statistically analyzed by the class. The following is an abstract report of the findings. Graph: Question 1 The graph also illustrates that females and males negatively responded to this question with female responses being significantly more negative than males. Data from other demographic factors not illustrated on the graph showed that Caucasians and non-Caucasians also negatively responded to this question, but Caucasian responses were significantly more negative. Those parents with a college education were significantly more negative than non-degreed parents when responding to question 1. Question 2: The SOL tests measure the most important information that every student should know.

Extractions: The seventh grade class at E. B. Stanley Middle School recently experienced our government up close as they traveled to Colonial Williamsburg, Jamestown, and Richmond. Students got to tour three capitals of the Commonwealth along with many other historical sites and buildings. The trip also included stops in Norfolk and Virginia Beach. Their field trip across the state of Virginia involved valuable learning experiences to include many of the Virginia Standards of Learning for government. One highlight of the trip included a visit with Lieutenant Governor Tim Kaine as he took time out from his busy schedule to meet with students and address questions regarding our great state of Virginia. Relay for Life team. A certificate was presented to E. B. Stanley Middle School students for meeting the Tennessee High School Relay for Life Challenge. E. B. met the goal of having one Relay for Life Team to participate in the 2004 Washington County Virginia Relay for Life event that took place this weekend at the Harry Coomes Recreation Cneter. E. B. placed first in the trivia contest and the "morning after" bad hair contest. They placed second in the favorite car contest and race and entered in the womanless beauty pageant and the scavenger hunt. We congratulate the E. B. team and all who participated as they collected $5300.00 for the American Cancer Society winning first place in the fund raiser youth division.

One case in point is Virginia, where recently implemented and tested Standards of Learning have everyone buzzing with questions: Is testing students the best way to test schools? How do passing scores get set? What happens if a school loses its accreditation? How are teachers held accountable? The Commonwealth is part of a national trend toward standards-based education. More than half the states are using standardized tests to apportion rewards and penalties to students, schools, and teachers. In an effort to address this trend, the Curry School of Education is preparing teachers to incorporate the Standards of Learning, or SOLs, into their classes. "Colleges and universities have to be part of the solution to the problems in public education," Curry School's Dean David Breneman says. "We cannot afford to point fingers and say, 'Why don't they fix it?' Our faculty is committed to preparing pre-service teachers to apply the Standards." Background The standards movement began in Virginia in the face of alarmingly high failure rates. For example, nearly one in three sixth-graders in Virginia public schools failed to pass all parts of the most recent Literacy Passport Test, which measures the most rudimentary levels of reading, writing, and math skills. This failure rate has not improved at all in the 10 years it has been given.
