Elevating the academic bar at the state and federal level has created a deep divide among educators. Some fear the high-stakes-testing movement will increase dropouts, cause some students to spend more than four years in high school and leave others behind. Proponents of the tests say the bar has been too low, their opponents fears are unfounded, and students are benefiting from increased standards. "We just want to make sure all students get through high school," Glasgow said. FEDERAL TESTS Whether that is becoming tougher or not, there is no doubt the bar has been raised. At the federal level, President Bush signed No Child Left Behind into law in January 2002. It requires states to bring all students up to a certain level of reading and math by 2014 and penalizes schools that dont make adequate yearly progress, as measured by certain tests. This year, 26,000 of the nations 93,000 public schools failed to meet the federal standards.
