For over five centuries of colonization, the most visible reminders of heroism in the Caribbean conquerors and settlers have been of European provenance. But the English-speaking territories have moved from being the theatre of heroic deeds to inventing their own heroic traditions. Indeed, there has been a remarkable attempt since the last half century to create a recognizable pantheon of indigenous heroes. Since hastily returning the ashes of Marcus Garvey to Jamaica in 1964, the island has secured a gallery of seven. Although Barbados (with at least ten) leads the way, other territories like Antigua, Dominica, and St. Vincent have joined in the post-colonial project of heroic (re)construction. Even Montserrat, which is not yet an independent nation, has its candidate in William Henry Bramble. Robert Llewellyn Bradshaw the subject of this essay is the first National Hero of St. Kitts-Nevis. Extractions: Brief administrative history The International Sanitary Bureau, precursor of the Pan American Sanitary Bureau, was established by the First General International Sanitary Convention of the American Republics held in Washington, DC., in 1902. These functions and responsibilities were adopted both by the Second Conference of American States (1901) and by the First General International Sanitary Convention. Five other international sanitary conferences held in the Americas between 1902 and 1920 approved resolutions to the effect that the Bureau would undertake the investigation of outbreaks of communicable diseases, the facilitation of commerce through the improvement of sanitary conditions in the sea-ports of the American Republics, through sewage disposal, drainage of the soil, and the destruction of mosquitoes and other vermin. However, resources available at the time in terms of staff, office space, travel and other expenses were not appropriate to allow compliance with these Conference resolutions.

This volume examines only the islands of the Commonwealth Caribbean, which are Jamaica, Trinidad and Tobago, the Windward Islands (Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada), Barbados, the Leeward Islands (Antigua and Barbuda, St. Christopher [hereafter, St. Kitts] and Nevis, the British Virgin Islands, Anguilla, and Montserrat), and the so-called Northern Islands (the Bahamas, the Cayman Islands, and the Turks and Caicos Islands). To the casual observer, these islands might appear to be too disparate to allow for a common discussion. Consider, for instance, the differences in population, size, income, ethnic composition, and political status among the various islands. Anguilla's 7,000 residents live on an island totaling 91 square kilometers, whereas Jamaica has a population of 2.3 million and a territory of nearly 11,000 square kilometers. The per capita gross domestic product (GDPsee Glossary) of the Cayman Islands is nearly fourteen times as large as that of St. Vincent and the Grenadines. Douglas has proposed that Caribbean countries seek some compensation in the form of reimbursement of the cost of training professionals from the recipients of skilled labour. He told a high-powered United States delegation headed by Secretary of Health and Human Services, the Hon. Tommy Thompson and Caribbean Ministers of Health, that the meeting should also consider the training of more nursing professionals and negotiating with the receiving countries and institutions the mechanisms for managing migration. Prime Minister Douglas pointed to access to better healthcare as one of the underlying causes of migration, stating that it has become essential for Caribbean countries to make every effort to improve its health care services. "This cannot be achieved if our skilled labour force is leaving, and the quality and numbers required to deliver quality healthcare are compromised. In addition, the widening technological gap is creating vast inequalities in access to 'quality' care. For this and other reasons, countries like ours in the Caribbean are at a serious disadvantage. We are therefore at further risk," said the St. Kitts and Nevis leader. Prime Minister Douglas said the vicious cycle, exacerbated by the relatively high debt burdens that many of the Caribbean countries are experiencing, justifies the consideration of a new formula which will address in a holistic manner several concerns, particularly in light of the rising incidence burden of HIV/AIDS in the Caribbean Region.
