Extractions: THE HISTORY OF CARICOM T he establishment of the Caribbean Community and Common Market (CARICOM) was the result of a 15-year effort to fulfil the hope of regional integration which was born with the establishment of the British West Indies Federation in 1958. It was a Federal Government drawn from 10 member islands. Although a plan for a Customs Union was drawn up, emphasis was not placed on economic aspects of Federation during the four years of its existence. Economically the Region remained as it had been for centuries and not even Free Trade was introduced between the Member Countries during this period. The West Indies Federation came to an end in 1962 but its end, in many ways must be regarded as the real beginning of what is now the Caribbean Community. T he end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple. T he Caribbean Meteorological Service was established one year after, in 1963 and along with the UWI and the Regional Shipping Service, represented the heart of Caribbean cooperation directly after the end of the Federation.

During the Labour administration, which ended in 1980, the possible secession of Nevis and Anguilla was considered the primary threat to security. British paratroopers had to be dispatched to Anguilla in 1969 to keep order during a period of secessionist unrest; nevertheless, Anguilla did secede that year. Kittitian forces were more successful at discouraging such activity on Nevis because of its geographical proximity. According to some members of the PAM, personnel of the regular Defence Force and police were routinely employed by the Labour government to intimidate political opponents on Nevis. After the advent of the PAM/NRP government and the movement toward independence as a two-island federation, secession became regarded as less of a threat to security. Accordingly, the regular Defence Force maintained by the Labour government was abolished in 1981. The Volunteer Defence Force was retained, but it did not appear to be active because of the lack of any serious external threat to the islands. Some former Defence Force personnel were absorbed into the Royal St. Christopher and Nevis Police Force (RSCNPF); Defence Force weaponry and other equipment was transferred to the RSCNPF. Weaponry unsuited to day-to-day police work, such as semiautomatic small arms, was adopted for use mainly by the RSCNPF's Tactical Unit and, later, the Special Service Unit (SSU).

Extractions: In 1629, the Spanish raided both colonies, but departed again and the settlers returned. Both colonies on St. Christopher, as the French called it, or St. Kitts, thrived and rivalled with each other, becoming the base for the settlement of neighbouring islands (English settlements : Nevis Antigua Montserrat 1632), later also for raids of enemy settlements on neighbouring islands. In the Second Anglo-Dutch War 1665-1667, France declared for the Netherlands; the French settlers on St. Vincent occupied the British parts of the island. The Treaty of Breda restored it to England. In 1689 ( War of the Grand Alliance ) the English sector was occupied by the French a second time, the English plantations devastated. An English expedition under General Codrington forced the surrender of the French settlers; 1800 of them were transported off to Martinique. The Treaty of Rijswijk 1697 restored prewar conditions. In 1705 ( War of Spanish Succession ) the French again devastated the English possessions on the island. In 1713 (Treaty of Utrecht), France ceded it's share of the island to the United Kingdom. French-owned estates were sold off by auction. In 1782 the French invaded again (War of American Independence), 1000 defenders surrendered to 8,000 invaders, and in 1783 France finally ceded it's claim to the island. BASSETERRE, founded by the French in 1727, now became the seat of administration. In 1671, St. Kitts, Nevis, Antigua, Barbuda and Montserrat were joined to form the LEEWARD CARIBBEE ISLANDS GOVERNMENT.

With support from Laurence Rockefeller, who in the 1950's had purchased two-thirds of St. John (to the US Virgin Islands) and donated it for establishment of a National Park, a regional survey on conservation problems was carried out by Dr Carl Carlozzi of the University of Massachusetts. One of the first organizations to take concrete action to address on a regional basis the environmental problems brought by development, was the research wing of the then College of the Virgin Islands the Caribbean Research Institute. Established in October 1965, one of the CRI's first significant projects was the joint sponsorship of the Eastern Caribbean Conservation Conference on St. John, U.S. Virgin Islands along with the American Conservation Association, headed by Mr Rockefeller, and the Government of the U.S.V.I. The conference focused on the Carlozzi findings and was titled "Conservation in the Eastern Caribbean." It generated a sequence of activities throughout the region relating to conservation programmes and environmental activities. Particularly it recognized the need for international planning and cooperation in meeting the conservation requirements of the region and concluded its deliberations by recommending the establishment of a regional body to help meet these needs.

The Treaty of Paris in 1783 definitively awarded both islands to Britain. They were part of the colony of the Leeward Islands from 1871-1956 and of the West Indies Federation from 1958-62. In 1967, together with Anguilla, they became a self-governing state in association with Great Britain; Anguilla seceded later that year and remains a British dependency. The federation of St. Kitts and Nevis attained full independence on September 19, 1983.

Strong maritime roots influenced its representation throughout the West Indies and the Caribbean. Its commercial relations with the West Indies began with a group of merchants from Halifax, Nova Scotia, who formed the Merchant's Bank in 1864, and were engaged in the thriving sea-going trade between Halifax and the West Indies. In those days Canadian southbound ships carried mainly flour, codfish and timber, returning north with their cargoes of sugar, rum, cotton and spices. Through branches established in all major trade centres in the Caribbean, RBC offered valuable facilities for promoting trade. Early days The bank's first venture south was Bermuda in 1882 followed by Cuba in 1899. By 1914, the bank's international network included Puerto Rico, Bahamas, Trinidad, Jamaica, Dominican Republic, Barbados, British Honduras (now Belize) and Grenada. In that same year, RBC purchased the British Guiana Bank that had opened in 1836. By 1984 the bank had opened a total of 15 branches in Guyana (formerly British Guiana) and in November 1984 RBC ceased to operate in Guyana. The Bio-diversity Centre in Georgetown, created to study Guyana's largely intact rain forest, was built with funds from RBC's operations in Guyana, since it was impossible to take them out of the country due to foreign exchange restrictions.
