The operation of anagramming a piece of text is purely formalistic. Nevertheless, to find good anagrams (funny or strange sounding ones) one has to be selective upon a possible semantic content of the anagrams. For example, 'ars magna' is an interesting anagram of 'anagrams', whereas 'mgrnsaaa' is just stupid.
