Extractions: Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002 Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. South Dakota has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (kinship caregivers) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in South Dakota and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in South Dakota The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.

However, experts disagree on how to proceed. It is important that prevention programs focus on the health and well being of every child and that they do no harm. Overzealous or inappropriate obesity interventions can be detrimental to vulnerable children, especially when related issues are not considered, such as disordered eating, eating disorders, hazardous weight loss, nutrition deficiencies, and size prejudice. Safe and effective programs will recognize the interrelatedness of these problems and set the stage in childhood for healthy habits that promote long-term natural and stable weights for all. These are issues that particularly impact low-income families and children from ethnic and racial minorities that have high prevalence of obesity. In her presentations, Frances Berg argues for prevention programs that consider the broad perspective and focus on total health and well being, not weight. Using Power Point slides followed by discussion, she presents the problems and prevention strategies being proposed by various experts. She explains the Health at Every Size philosophy and how to build a strong foundation with programs that promote the health of every child of every size. Extractions: About the Native American Women's Health Education Resource Center In 1985, a group of Native Americans living on or near the Yankton Sioux Reservation in South Dakota formed the Native Amercian Community Board (NACB) to address pertinent issues of health, education, land and water rights, and economic development of Native American people. In 1986, the Native American Community Board incorporated under the laws of South Dakota as a non-profit tax-exempt 501 (c) 3 organization. The first NACB project developed was "Women and Children in Alcohol," a Fetal Alcohol Syndrome program. This program defined the direction of subsequent health work. In February of 1988, the NACB opened the Native American Women's Health Education Resource Center, the first resource center located on a reservation in the US. In October of 1991, after a long legal battle, the Domestic Violence Program of the Resource Center opened a shelter for battered women a few blocks away from the Resource Center. The shelter is a modern, spacious, four-bedroom home and is able to provide women and their children with a safe place to escape domestic violence and sexual assualt. The Resource Center has expanded to include many programs benefitting people locally, nationally, and internationally. Some examples are the Domestic Violence Program, AIDS Prevention Program, Youth Services which include the Child Development Program and the Youth Wellness Program, Adult Learning Program, Environmental Awareness and Action Project, Cancer Prevention, Fetal Alcohol Syndrome Awareness Program, Clearinghouse of Educational Materials, Food Pantry
