Policy Update: South Dakota: Getting Specific - Quality Counts '99 820, Public schools. $647.7 million, Annual k12 expenditures (all revenue sources a strong system of academic standards in place, south dakota education officials http://www.edweek.org/sreports/qc99/states/policy/sd-up.htm
Extractions: (all revenue sources) fter receiving criticism last year from national groups that rate standards and within the state for not having a strong system of academic standards in place, South Dakota education officials worked to come up with more specific content standards. Many said the state's existing content standards were too general. The original plan had been to provide districts with a broad structure for standards from which they could then develop specific standards to fit their local needs. But, without much direction from the state, few bothered to adopt standards. South Dakota rises to the challenge and rewrites standards in four subject areas. Republican Gov. William J. Janklow challenged the state education department in 1997 to rewrite the standards so that they were clearer, specific, more demanding, measurable, and comprehensive. The department responded last year, and now content standards are available in four core curriculum areas: language arts, mathematics, science, and social studies. Districts must adopt and implement course guidelines for language arts and math that meet the state's academic-content standards by July of this year. Course guidelines for social studies and science must be adopted by July 2000.

(Nasdaq: SYMC), the world leader in information security, today announced that the state of South Dakota has selected Symantec AntiVirus Corporate Edition to protect its cyber infrastructure from malicious code threats. Under the terms of a three-year enterprise license agreement, South Dakota is utilizing Symantec AntiVirus Corporate Edition to protect more than 65,000 servers and desktops. Utilizing Symantec's central management console, South Dakota IT authorities administer a statewide malicious code defense spanning all state government agencies. The enterprise agreement also includes South Dakota's K-12 school districts, higher education institutions and technical schools, where Symantec AntiVirus prevents malicious code threats such as Trojan horses and computer worms from compromising sensitive data, co-opting IT assets, and opening networks to future intrusions and abuse. "Protecting our statewide networks requires a standardized, enterprise-wide approach where every connected device in each department is equipped with a proven malicious code defense," said Pat Snow, integration team manager for the state of South Dakota. "As we continually expand the reach and capabilities of our networks, this agreement allows us to quickly scale our security in a streamlined, cost-efficient manner."

The system, "DDN Campus," will be installed in the first five school districts this spring, with more schools gradually added every few months. Plans call for completion statewide within two years via the states Digital Dakota Network (DDN). School systems will use DDN Campus, among other things, to create student schedules, maintain staff records, record attendance and more easily transmit required data between schools. "This system, accessed through the Internet, delivers better data for school officials, teachers, parents, and the public to make informed decisions about their students," Ray Christensen, secretary of the South Dakota Department of Education & Cultural Affairs (DECA), said.

Extractions: Second- through ninth-graders in the 41,000-student Indianapolis school district this spring will switch to new electronic adaptive tests in reading, language arts and math, according to the district. Meanwhile, South Dakota students are reverting to paper-and-pencil testing. Such divergent paths are indicative of the fluctuating testing arena in K-12 schools, as educators seek the most appropriate venue for measuring student progress and adhering to federal regulations. Interest in online testing has blossomed in the past two years as educators look for immediate results to drive instruction in the classroom. For Indianapolis, Northwest Evaluation Association (Portland, Ore.) developed the 20-minute online adaptive achievement tests, which means the difficulty of the questions changes with an individual student's answers.

NO. 83, 11/10/97 The State of Public Higher Education Higher Education Week Offers Time to Look Back and Ahead Governor William Janklow has proclaimed the week of November 10-14 as "Higher Education Week" to recognize South Dakota's public universities for opening doors to possibilities for the state and its people through teaching, research, and outreach service. Investments in public higher education open doors that develop leadership in government, business, education, and the arts; provide individual opportunities to attain economic security and support personal growth. The Unified System of Public Higher Education has served the state by building on a firm grounding in South Dakota values and by serving as an essential key to open doors of the future as South Dakota prepares to enter the 21st Century. Opportunity: Developing Our Workforce Educational attainment is one measure used to assess the readiness of a state for the future. South Dakota needs an educated labor force to meet the challenges of change that face not just South Dakota's economy, but also the world's economy. These changes will bring an increased focus on high technology and service oriented industries. The number of South Dakotans with at least a bachelor's degree has risen over 20% between 1990 and 1996. The graph below shows the increases in educational attainment in neighboring states from 1990 to 1996.
