The South Carolina Center for Teacher Recruitment, established by the Commission on Higher Education in December 1985 and funded by the South Carolina General Assembly, has completed its twelfth year of operation. Following the passage of the state?s landmark Education Improvement Act, the SCCTR was created out of a concern for the condition of South Carolina?s teacher supply pool and a need for a centralized teacher recruitment effort. SCCTR?s recruitment agenda is a comprehensive one in which the Center pursues a variety of programs for increasing the number of students in the education pipeline and recruiting and retaining certified teachers. The SCCTR?s primary target groups are middle and high school students, college students and adults. The Center for Teacher Recruitment is staffed by a director, an associate director, seven teachers in residence (including the S.C. Teacher of the Year) and four administrative assistants. The SCCTR has developed into a national model for teacher recruitment and has been adopted by approximately one-fourth of all teacher recruitment programs in the country.

The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

The recent announcements by ISTE that IC³ is recognized as the first available NETS-aligned product clearly demonstrates that IC³ can be a valuable tool for teacher preparation and student assessment. For a number of years, South Carolina has been exploring ways to better prepare students with essential work skills. The introduction of the No Child Left Behind Act (Title II Part D) elevated this issue to the forefront. As such, beginning this year, a new course called IT Foundations will be introduced for students to develop the skills they need in todays economy. Should these regulations not be implemented by September 15, 1994, students will not have sufficient funds to pay tuition and fee costs for the 1994-95 academic year. Article 3. Student and Institution Assistance Sub Article D African-American Teacher Loan Program Introduction The primary purpose of the African-American Teacher Loan Program is to attract African-American males to the teaching profession in the state of South Carolina. The African -American Teacher Loan Program has been designed pursuant to proviso 19.89 of the 1994-95 Appropriations Bill which provides for Benedict College, South Carolina State University, and Voorhees College to provide loans to prospective teachers. The loans received under this Program can be canceled by teaching a specified time in the State. The African-American Loan Program has as its major focus on attracting African-American males to the teaching profession. The Program is subject to the regulations contained herein.
