Established also in the Constitution are the State Board of Education and the office of the State Superintendent of Education . The South Carolina General Assembly is charged with providing for the maintenance and support of the system. The framework of the public education system is provided by the State Constitution. However, numerous state and federal statutes and regulations, court decisions and policies of school district boards of trustees provide the bulk of the legal basis for public education in South Carolina. General Assembly Most state legislatures have delegated the actual operation of schools to local boards of trustees. Although the South Carolina General Assembly does not exercise direct management of public education, its influence is substantial. Not only is it the major source of funding for the public schools of the state, but its various legislative delegations appoint the members of the State Board of Education (except for one member appointed by the Governor). Further, the General Assembly legislates many requirements that must be adhered to by state and local officials. Governor of South Carolina The governor has significant influence on the course of education in the state. He appoints a member of the State Board of Education, and also is Chairman of the State Budget and Control Board, which has major impact on the finances of the State of South Carolina.

Extractions: Today, as a division of the Department of Cultural Resources, the Arts Council provides technical assistance, information resources, and more than 1,300 grants each year to nonprofit organizations and artists. It has a 24-member board appointed by the Governor, a 25-member staff, a FY 00-01 recurring state appropriation of $5.8 million, and approximately $750,000 in federal grants. In January 2001, we held town meetings in Edenton, Chapel Hill, and Brevard hosted by the Chowan Arts Council, Orange County Arts Commission, and the Transylvania Arts Council respectively. Nearly 200 people participated in all. The lively discussions at each meeting helped us better understand the current environment for the arts in the state and identify issues that need to be addressed in the next four years. We also held planning sessions at several statewide meetings during the year to solicit input for the plan. A draft version of the plan was sent to the arts community in April for its review and response.
