Introduction Implemented in 1996, the Family Independence (FI) Program transformed South Carolinas welfare program into a transitional assistance program that places a strong emphasis on participants engaging in socially responsible behavior and becoming self sufficient through employment and employment-related activities. With the implementation of FI, South Carolinas Department of Social Services significantly changed its operations to administer a system that "assists families in poverty to maximize their potential to become socially and economically independent." Purpose of the Study The South Carolina Department of Social Services (DSS) was awarded funding by the Administration for Children and Families (ACF), U.S. Department of Health and Human Services for three welfare reform evaluation studies in May 1998. For one of these studies, the process study, ACF awarded funds for the study of two welfare reform provisions that were unique to South Carolina: 1) the requirement for participation in substance abuse treatment; and 2) the delivery of relocation assistance services. In addition, the state included funding in this study to address the implementation of three processes: 1) conciliation and sanction procedures; 2) education provided to clients about transitional benefits; and 3) the effect of limited or broad availability of programs and services on client outcomes. Together, these provisions and processes represent some of the distinctive aspects of South Carolinas welfare reform.

Officials from the University, the federal government and top health-related foundations gathered March 15 to announce plans for the Management Academy for Public Health, a first-of-its-kind project envisioned as a national model to address concerns public health officials have discussed for decades. The academy a joint effort of the two schools will strengthen management skills of 600 senior- and mid-level managers in local and state public health departments across Georgia, North Carolina, South Carolina and Virginia. Two- to four-person teams from state and local health departments will be accepted for enrollment. Participants will come in teams to Chapel Hill for Phase I of the academy, a one-week intensive management training program covering financial management, civic entrepreneurship, human resources and strategic management. Managers will then graduate to Phase II, returning home for the next nine months with course study over the World Wide Web and two regional seminars. Finally, academy managers will return to Chapel Hill for Phase III, a wrap-up session where they will apply their acquired knowledge and skills. Academy teams will produce fully integrated business plans at the end of their 10-month training that can be executed in their home agency to immediately impact service delivery in a positive and comprehensive manner.
