On January 31, 1991, the first AC-130H was lost in combat supporting coalition forces engaged in ground combat during the battle of Khafji in Operation Desert Storm. A second aircraft supporting operations in Somalia was lost on March 15, 1994 when its 105-mm cannon exploded while the aircraft was airborne. A much-feared World War III never came to pass in the 20th century. In fact, the Cold War ended in 1989 with the thud of the falling Berlin Wall and the colossal statues of Lenin rather than with nuclear bombs. Instead, many regional wars broke out both during and after the Cold War, caused by centuries of ethnic and religious conflict that had been held in check by colonization and occupation. There were military operations overseen by supranational organizations, such as the United Nations or the North Atlantic Treaty Organization (NATO), which enforced treaties or helped with humanitarian activities. The world looked to the United States, as one of the two superpowers, to lead the way in these conflicts, a position that did not always make it happy.

However, HDM representing inter-riverine area received not a single ministerial portfolio.

Historical Background The Somalis speak a language considered to belong to the Cushitic group and the Somali language contains a number of regional languages, which have only begun to be studied by linguistics. Somalis themselves distinguish two major languages characterized by the different pronunciation of the question Maha tiri? And May erti? Mai is an agro-pastoral language while Maha is a nomadic language. These two languages are not intelligible. Both languages coexisted in the Horn of Africa for more than two millennia, modern linguistic studies suggest that Mai is one of oldest languages in the Horn and older than Maha. The nomadic pastorals of Somalia refer Mai language as Af Eelay. It was common mistake widespread in Somalia during the last century when contact between pastorals and agro-pastorals become frequent. Adaptation of Maha Somali Script The Somali language was a spoken language with no final written form until 1972. The development into a written form started early in this century. Due to the fact that Somali people speak different languages, there has never been a consensus on which language should be used as an official language.

    Extractions: Making a new start The first step toward an Action Plan for Eastern Africa was a fact-finding mission to the region in 1981. Seven experts, including a land-use planner, a pollution expert and sanitary and industrial engineers, were asked to identify the main environmental problems of the region as they relate to management of marine and coastal resources and environmental quality. Another of their key tasks was to help the Governments of the region identify what they needed to carry out the Action Plan. A meeting of experts selected by their Governments (Seychelles, September 1982) prepared the first draft of an action plan, identified problems to be tackled as priorities, and invited UNEP to help in solving them without waiting for the formal adoption of the action plan. The workshop participants named 10 first priority regional projects which UNEP and United Nations agencies were asked to initiate during 1983. They included work on developing a network of environmental pollution laboratories, on providing training facilities for environmental control technicians, and on developing a network of oil pollution monitoring centres. Two other priority projects were concerned with assessment of the environmental impact of economic and social developments and a regional environmental education programme.
