Using the case of the Chagos archipelago, whose excision from Mauritius was set as a condition for Mauritian independence, Bowman showed how military build up in the area was based more on perceived and potential threat from the Soviet Union than from reality (the Soviet Navy was the least funded and developed of the Soviet armed forces of the time). THE ISLAND PIAZZA The natural focal point of the Island, the Island Piazza, is the forum where elegant buildings cluster about a magnificent Indian Almond tree. Located on the beachfront, the dive and activity centre, housing both indoor and outdoor tuition areas, changing rooms and interesting displays is where many of the Islands land and marine activities are co-ordinated. Adjacent to the deck of the activity centre is the library. Built of coral blocks, it is undoubtedly one of the most exquisite examples of architecture on the Island and was already standing when construction of the lodge began. Now, with its exterior walls renovated and its roof replaced, it houses a collection of books on topics of interest, various relics and artefacts as well as a computer display covering Seychelles history past and present. An ideal place for a quiet and relaxing read, the library also contains material explaining the background to the North Island project and details of environmental programmes currently underway.

Extractions: In South Africa the year was marked by the withdrawal from political life of the President of the NP,* the resignations of senior members of the main South African political groupings (NP, ANC*, IFP*), the formation in September of a new party, the UDM,* and the appointment of the country's Vice-President as head of the ANC. In Lesotho the unrest that had been rocking the country sporadically since 1994 continued in February with a mutiny by several dozen junior police officers who took possession of the police headquarters in Maseru. After having tried in vain for 11 days to negotiate with the mutineers, the Lesotho government called on the armed forces to launch an attack on the premises. The attack was carried out on 16 February and led to the arrest of 127 police, most of whom were released within 48 hours. With the agreement of the country's authorities, the ICRC twice visited the people imprisoned following these events.
Extractions: In 1994 the regional delegation in Nairobi once again provided a range of services for major ICRC operations in the region. Many of the agricultural and water and sanitation programmes implemented in East Africa required backup from Nairobi. The regional delegation also provided logistic support, tracing services, telecommunications, administrative assistance and information and press services for the large-scale operation in Rwanda. For tracing services alone, the delegation in Nairobi hired about 60 employees to work around the clock processing the files for Rwanda. Details concerning some 60,000 people were entered on computer in Nairobi. Activities were also conducted in Tanzania and Uganda for victims of the conflict in Rwanda and of those in Sudan and Somalia (see the relevant chapters). The regional water and sanitation coordinator worked mainly in connection with the crisis in Rwanda. Several evaluation missions were conducted early in the year from Burundi and Uganda to areas controlled by the two sides; these were followed up with logistic support. The ICRC dispatched chemicals (some 300 tonnes of aluminium sulphate and 50 tonnes of chlorination products) for water treatment from the delegation in Nairobi and from Kampala and Dar es Salaam. Emergency repair equipment was also supplied. In addition, the regional coordinator gave support to the ICRC's water and sanitation activities in Somalia and Sudan.
