Since the breakup of the Soviet Union in 1991 and the end of the centralized, state-dominated Soviet economic system, the scientific community in Russia has been left scrapping for morsels from a free-market economy riddled with corruption. The struggle to find adequate funds to carry out research, scarcity of materials, aging equipment, lack of foreign scientific journals, low popular esteem, and pitiful salary levels have combined to have a debilitating effect on Russian science. There is little or no incentive for even the most gifted and enthusiastic scientists to pursue a career in basic scientific research in Russia.

The Soviet Legacy The Soviet Union’s political and economic orientation, defined by the cold war paradigm, left Russia as a generally relatively poor country disproportionately well endowed with a highly developed scientific and technological potential. For instance, at independence in 1991 Russia inherited about half the former Soviet Union’s population, but a much greater share of its sciences resources (between 65 and 70%), which in the Soviet Union were concentrated in Belarus, Russia and Ukraine. In fact, the industrial structure inherited by Russia in 1991 was that of a highly military-industrialised economy which monopolised talent and resources, with a very low inter-sectoral mobility of human resources and expertise. Almost ten years later, the different socio-economic challenges facing Russia in its transition from a centralised command economy to a social market economy remain highly inter-connected and are thus impossible to tackle in isolation. For instance, a key problem of Russia science sector is that it is "over-aged", with the average age of scientists by now well above 50 years and continuing to rise. At the same time, the low level of expected rewards, not least financial ones, negatively affects young people’s willingness to pursue a scientific career. Also, as for other sectors, scientific careers are to some extent hampered by Russia's mandatory 2-year military service for men.
