Extractions: Because of strict censorship, what is arguably the most significant news on Turkmenistan this week the decision by the US government to withhold imposing sanctions targeting freedom of emigration for another year went all but unnoticed by residents of the country. Instead, according to official and independent sources, the country was preoccupied with domestic concerns such as the implementation of government orders to dismiss from work holders of foreign decrees, the contracting of new cultural facilities, and ongoing regional negotiations on the legal status of the Caspian Sea. In other international news, the Turkmenistan governments announcement of new regulations on recognition of foreign educational degrees and of the need to choose between Uzbek and Turkmen citizenships continued to sow confusion in Tashkent and Russia as well as among the affected populations. The Uzbek government declared it was still not ready to take a position on President Niyazovs recent call for ethnic Uzbeks living in Turkmenistan to adopt Turkmen citizenship if they wish to stay. And, despite the Turkmen State News Agencys recent issuance of supplementary statements clarifying the new requirements and procedures for recognition of foreign degrees, confusion appeared to prevail at the local level and in the Russian media.

Extractions: The Federal Security Service and customs officials at the Tolmachevo airport in Novosibirsk removed a computer disc from an Israeli citizen passing through customs that contained scientific developments of the Siberian branch of the Russian academy of sciences. While going through customs, the Israeli citizen could not explain the origins of the disc. The disc has been sent for examination. "A decision on pressing charges, criminal or administrative, will be made based on the results of the examination," a representative of the Novosibirsk branch of the Federal Security Service told Interfax. It has to be determined whether the information on the disc is related to state secrets. The Israeli citizen was not detained, the source noted.
