The 11 – member group, which comprised of three independent TV crews, two travel specialists and a public relations officer, arrived in Port Moresby on Friday, November 1, for an intensive three – week tour of Port Moresby, Lae, Madang, Rabaul, and New Ireland accompanied by TPA marketing officers.

The Russian public had hardly recovered from the grisly Moscow theater siege before Parliament began blaming the press for expressing anti-government sentiments. In the end, President Vladimir Putin ceremoniously vetoed amendments to press and anti-terrorism laws that would have imposed new restrictions on the media. Journalists stopped short of praising the Kremlin, whose long hand was seen behind the legislation. Since Putin came to power in 1999, independent media have come under increasing pressure. Criminal investigations forced two of the biggest media magnates, Boris Berezovsky and Vladimir Gusinsky, into exile. The situation, it seemed, could hardly get worse. In Novoye Vremya (Nov. 24), Tatyana Kamoza noted Russia’s already low press-freedom ranking: Before the Moscow hostage-taking, according to the French group Reporters sans Frontières, Russia took 121st place out of 139 countries, ahead of Iran but behind Ukraine (112).

In the aftermath of the Moscow hostage drama, Russian authorities announced new guidelines for journalists covering terrorist attacks. The Press Ministry issued the draft guidelines 10 days after the storming of a theatre held by Chechen terrorists. The draft, which is to be reviewed shortly by the Media Industrial Committee (a body comprised of representative from media businesses, formed earlier this year as a lobby group for the industry), emerged a few days after the State Duma endorsed controversial amendments to the law on mass media and on combating terrorism. While independent media observers and leading journalists argued that the media community itself should draw up the ethical principles for journalists covering terror attacks (especially because the Union of Journalists of Russia elaborated such principles over a year ago), the state authorities apparently decided that such rules should be imposed on it from above.

The Moscow Helsinki Group (MHG) has released the results of its study of racist, nationalist attitudes and other xenophobic ideas in the Russian media. According to the MHG, over the past three years the number of media items disseminating intolerance and hatred of people in Russia who are not ethnic Russians has risen sharply in Russian- language newspapers, magazines, radio, and television in all 89 regions. According to the Prima news agency, the MHG found that xenophobia is expressed most strongly against Chechens and other people from the Caucasus. Americans are next, followed by Jews. Chechens are hated because of terrorism. Everyone from the Caucasus is disliked because of late they have "taken over" all major cities and frequently do not behave as befits their position of resettlers and guests, not respecting local customs and lifestyles.

Mr. Taibbi believes the International Monetary Fund has made the economic situation in Russia worse not better. //Taibbi act// One of our big criticisms has been, that the I- M-F, during the mid-1990s there was a lot of I- M-F money in town and a lot of it went to American and European consultants who were living on exhorbitant salaries and per diems. And meanwhile these same people were giving advice to the Russian government to lay off thousands or even millions of people. This is something that Russians did not miss. I mean this was a very ugly thing.
